This case study of Botswana focuses on the state-building qualities of biodiversity conservation in southern Africa. Drawing on extensive fieldwork, Annette A. LaRocco argues that discourses and practices related to biodiversity conservation are essential to state building in the postcolonial era. These discourses and practices invoke the ways the state exerts authority over people, places, and resources; enacts and remakes territorial control; crafts notions of ideal citizenship and identity; and structures economic relationships at the local, national, and global levels. The book’s key innovation is its conceptualization of the “conservation estate,” a term most often used as an apolitical descriptor denoting land set aside for the purpose of conservation. LaRocco argues that this description is inadequate and proposes a novel and much-needed alternative definition that is tied to its political elements. The components of conservation—control over land, policing of human behavior, and structuring of the authority that allows or disallows certain subjectivities—render conservation a political phenomenon that can be analyzed separately from considerations of “nature” or “wildlife.” In doing so, it addresses a gap in the scholarship of rural African politics, which focuses overwhelmingly on productive agrarian dynamics and often fails to recognize that land nonuse can be as politically significant and wide reaching as land use. Botswana is an ideal empirical case study upon which to base these theoretical claims. With 39 percent of its land set aside for conservation, Botswana is home to large populations of wildlife, particularly charismatic megafauna, such as the largest herd of elephants on the continent. Utilizing more than two hundred interviews, participant observation, and document analysis, this book examines a series of conservation policies and their reception by people living on the conservation estate. These phenomena include securitized antipoaching enforcement, a national hunting ban (2014–19), restrictions on using wildlife products, forced evictions from conservation areas, limitations on mobility and freedom of movement, the political economy of Botswana’s wildlife tourism industry, and the conservation of globally important charismatic megafauna species.

This book examines the nexus between conservation, land conflicts, and sustainable tourism approaches in Southern Africa, with a focus on equity, access, restitution, and redistribution. While Southern Africa is home to important biodiversity, pristine woodlands, and grasslands, and is a habitat for important wildlife species, it is also a land of contestations over its natural resources with a complex historical legacy and a wide variety of competing and conflicting issues surrounding race, cultural and traditional practices, and neoliberalism. Do environmental problems and processes produce violence? Current U.S. policy about environmental conflict and scholarly work on environmental security assume direct causal links between population growth, resource scarcity, and violence. This belief, a staple of governmental decision-making during both Clinton administrations and widely held in the environmental security field, depends on particular assumptions about the nature of the state, the role of population growth, and the causes of environmental degradation.The conventional understanding of environmental security, and its assumptions about the relation between violence and the environment, are challenged and refuted in Violent Environments. Chapters by geographers, historians, anthropologists, and sociologists include accounts of ethnic war in Indonesia, petro-violence in Nigeria and Ecuador, wildlife conservation in Tanzania, and "friendly fire" at Russia's nuclear weapons sites. Violent Environments portrays violence as a site-specific phenomenon rooted in local histories and societies, yet connected to larger processes of material transformation and power relations. The authors argue that specific resource environments, including tropical forests and oil reserves, and environmental processes (such as deforestation, conservation, or resource abundance) are constituted by and in part constitute the political economy of access to and control over resources. Violent Environments demands new approaches to an international set of complex problems, powerfully arguing for deeper, more ethnographically informed analyses of the circumstances and processes that cause violence.

In the context of sustainable development, recent land debates tend to construct two porous camps. On the one side, norms of land justice and their advocates dictate that people’s rights to tenure security are tantamount and even sometimes key to successful conservation practice. On the other hand, biodiversity protection and conservation advocates, supported by global environmental organizations and states, remain committed to conservation strategies, steeped in genetics and biological sciences, working on behalf of a "global" mandate for biodiversity and climate change mitigation. Land Rights, Biodiversity Conservation and Justice seeks to illuminate struggles for land and territory in the context of biodiversity conservation. This edited volume explores the particular ideologies, narratives and practices that are mobilized when the agendas of biodiversity conservation practice meet, clash, and blend with the demands for land and access and control of resources from people living in, and in close proximity to, parks. The book maintains that, while biodiversity conservation is an important goal in a time where climate change is a real threat to human existence, the successful and just future of biodiversity conservation is contingent upon land tenure security for local people. Nature conservation in southern Africa has always been characterised by an interplay between Capital, specific understandings of Morality, and forms of Militarism, that are all dependent upon the shared subservience and marginalization of animals and certain groups of people in society. Although the subjectivity of people has been rendered visible in earlier publications on histories of conservation in southern Africa, the subjectivity of animals is hardly ever seriously considered or explicitly dealt with. In this edited volume the subjectivity and sentience of animals is explicitly included. The contributors argue that the shared human and animal marginalisation and agency in nature conservation in southern Africa (and beyond) could and should be further explored under the label of ‘sentient conservation’. Established in 2003, the Great Limpopo Transfrontier Park encompasses land in Mozambique, South Africa, and Zimbabwe. Prioritizing wildlife over people, it paved the way for human rights abuses by park rangers, increased human–wildlife conflict, and the forced resettlement of up to 6,000 Mozambicans. Pushing wildlife conservation without consideration for its deeply problematic local consequences is at the heart of The Challenges of Transfrontier Conservation in Southern Africa: The Park Came After Us.

This book brings together perspectives on resource exploitation to expose the continued environmental and socio-political concerns in post-colonial Africa. The continent is host to a myriad of environmental issues, largely resulting from its rich diversity of natural resources that have been historically subjected to exploitation. Colonial patterns of resource use and capital accumulation continue unabated, making environmental and related socio-political problems a dominant feature of African economies. The book pursues the manifestation of these problems through four themes: environmental justice, violent capitalocenes, indigenous knowledge, and climate change. The editors locate the book within the broad fields of political ecology and environmental geopolitics to highlight the intricate geographies of resource exploitation across Africa.
