Climate change is one of the most pressing problems facing the global community. Although most states agree that climate change is occurring and is at least partly the result of humans’ reliance on fossil fuels, managing a changing global climate is a formidable challenge. Underlying this challenge is the fact that states are sovereign, governed by their own laws and regulations. Sovereignty requires that states address global problems such as climate change on a voluntary basis, by negotiating international agreements. Despite a consensus on the need for global action, many questions remain concerning how a meaningful international climate agreement can be realized. This book brings together leading experts to speak to such questions and to offer promising ideas for the path toward a new climate agreement. Organized in three main parts, it examines the potential for meaningful climate cooperation. Part 1 explores sources of conflict that lead to barriers to an effective climate agreement. Part 2 investigates how different processes influence states’ prospects of resolving their differences and of reaching a climate agreement that is more effective than the current Kyoto Protocol. Finally, part 3 focuses on governance issues, including lessons learned from existing institutional structures. The book is unique in that it brings together the voices of experts from many disciplines, such as economics, political science, international law, and natural science. The authors are academics, practitioners, consultants and advisors. Contributions draw on a variety of methods, and include both theoretical and empirical studies. The book should be of interest to scholars and graduate students in the fields of economics, political science, environmental law, natural resources, earth sciences, sustainability, and many others. The 2009 United Nations climate conference in Copenhagen is often represented as a watershed in global climate politics, when the diplomatic efforts to negotiate a successor agreement to the Kyoto Protocol failed and was replaced by a fragmented and decentralized climate governance order. In the post-Copenhagen landscape the top-down universal approach to climate governance has gradually given way to a more complex, hybrid and dispersed political landscape involving multiple actors, arenas and sites. The Handbook contains contributions from more than 50 internationally leading scholars and explores the latest trends and theoretical developments of the climate governance scholarship.

The Carbon Calculation examines how climate science, the policy world, and neoliberalism have mutually informed each other to define the problem of climate change as one of “market failure”—precluding alternatives to market-based solutions. Focusing on REDD+ (Reducing Emissions from Deforestation and Forest Degradation), the book demonstrates how industrialized countries are able to maintain their socioeconomic models largely unaltered while claiming to address global warming using forests in the Global South to offset their pollution. By examining the creation and implementation of REDD+ historically and ethnographically, the book traces the social life of this mechanism as it travels across a complex network spanning several interacting levels: international, national, and local. Through cases in the Brazilian state of Acre and the Zambézia province in Mozambique, the author demonstrates how global climate policy has created new opportunities and rationales for unprecedented levels of intervention in the Global South—all under the guise of saving the planet. The Carbon Calculation critically highlights the ways in which politics has reinforced a scientific focus on one possible solution to the problem of climate change—namely those that largely absolve the industrialized world from undertaking politically painful transformations in its own economic model.

This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of 'contested cooperation'. Development actors, including governments providing aid or South-South Cooperation, developing countries, and non-governmental actors (civil society, philanthropy, and businesses) constantly challenge underlying narratives and norms of development. The book explores how reconciling these differences fosters achievement of the Sustainable Development Goals. In conjunction with Singapore's 50th birthday in August 2015, 50 Years of Environment: Singapore's Journey Towards Environmental Sustainability takes the reader through Singapore's environmental journey over the past 50 years, to its present day challenges and solutions, and seeks to explore what lies ahead for Singapore's environmental future. This book is divided into three parts. The first, drawn largely from the book Clean, Green and Blue: Singapore's Journey Towards Environmental and Water Sustainability, will explore the historical developments in Singapore's environmental journey and the development of NEWater. The second part will be a collection of essays that examine the present environmental challenges that Singapore faces and the ways in which it is addressing those issues through community engagement, international engagement, research and technology, and industry solutions in order to develop sustainable strategies and solutions. Part Three will bring the book to a close by tying the historical and contemporary threads together and discusses the future challenges for Singapore's environment.

The Climate Action Monitor is a key publication of the International Programme for Action on Climate (IPAC). It provides a synthesis of climate action and progress towards net-zero targets for 51 OECD and OECD partner countries. This year's edition presents a summary of information on greenhouse gas emissions, an assessment of climate-related hazards and recent trends in climate action. Directed towards policymakers and practitioners, the findings suggest that without increased ambition and a significant expansion in national climate action, countries will not be able to meet the net-zero challenge.

Since 2010, a significant quantity of international climate change finance has begun to reach developing countries. However, the transfer of finance under the international climate change regime – the legal and ethical obligations that underpin it, the constraints on its use, its intended outcomes, and its successes, failures, and future potential – constitutes a poorly understood topic. Climate Change Finance and International Law fills this gap in the legal scholarship. The book analyses the legal obligations of developed countries to financially support qualifying developing countries to pursue globally significant mitigation and adaptation outcomes, as well as the obligations of the latter under the international regime of financial support. Through case studies of climate finance mechanisms and a multitude of other sources, this book delivers a rich legal and empirical understanding of the implementation of states’ climate finance obligations to date. This book provides a quantitative and qualitative overview of the overall impact that the COVID-19 pandemic had on Brazil, Russia, India, China, and South Africa’s (BRICS countries) capacity to re-shape global climate governance and explore areas for mutual cooperation. BRICS countries account for nearly 40% of the total world population and are thus intrinsic to the global efforts and results for Agenda 2030, the Sustainable Development Goals, the Paris Agreement and beyond. The outbreak of the COVID-19 pandemic does not at first appear to be directly related to BRICS’ policies to address climate change, but it has influenced the pace and nature of climate action due to the loss of human and financial capital. This book examines this correlation and raises awareness of the COVID-19 pandemic’s impacts and potential solutions on BRICS’ climate strategies. Drawing on case studies from each country, the authors use examples from urban governance, energy transitions strategy, foreign investment and more to illustrate how COVID-19 has negatively or positively impacted climate data and draw wider conclusions about the long-term climate policies that may be implemented. This volume will be of great interest to students and scholars of climate change, environmental politics and governance and global development studies.

The Caribbean Community (CARICOM) Member States, are among the first small island developing states (SIDS) to be affected by climate change. Each of the Member States emits less than 1% of global greenhouse gas emissions. However, they are confronted with this global negative externality. After more than two decades of negotiations, in 2015, the international community agreed upon a new international treaty to address climate change: the Paris Agreement. A notable achievement of the Paris Climate Agreement is that it encourages climate change mitigation action in both developed and developing countries. Since the Paris Climate Agreement marks an important milestone in the international climate change negotiations, this book seeks to explore the policy climate change action which can be implemented by the CARICOM Member States to build their resilience in the post-Paris Climate Agreement Era. This books considers climate change issues facing the CARICOM Member States such as the National Determined Contributions (NDC) framework, the urgency for climate finance to facilitate the coastal adaptation to climate change, the need for the United Nations Framework Convention on Climate Change (UNFCCC) to simplify and standardise the financing framework for its various trust funds, and the moral obligation of the international community to develop a financial mechanism to address loss and damage from climate change.
