This book examines the concept of new public diplomacy against empirical data derived from three country case studies, in order to offer a systematic assessment of policy and practice in the early 21st century. The new public diplomacy (PD) is a major paradigm shift in international political communication. Globalisation and a new media landscape challenge traditional foreign ministry 'gatekeeper' structures, and foreign ministries can no longer lay claim to being sole or dominant actors in communicating foreign policy. This book aims to understand public diplomacy by examining its practice. In particular, it focuses on the implementation of educational and exchange programs by the US Departments of State and Defense toward China. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goal—the specific order given to a governmental institution in order to achieve a general foreign policy objective—into public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation. This book maps out where and by whom implementation discretion is exercised in public diplomacy. It argues that public diplomacy is in the eye of the beholder, and that its meanings can vary significantly according to different actors.

This book presents the first comprehensive analysis of Confucius Institutes (CIs), situating them as a tool of public diplomacy in the broader context of China’s foreign affairs. The study establishes the concept of public diplomacy as the theoretical framework for analysing CIs. By applying this frame to in-depth case studies of CIs in Europe and Oceania, it provides in-depth knowledge of the structure and organisation of CIs, their activities and audiences, as well as problems, challenges and potentials. In addition to examining CIs as the most prominent and most controversial tool of China’s charm offensive, this book also explains what the structural configuration of these institutes can tell us about China’s understanding of and approaches towards public diplomacy. The study demonstrates that, in contrast to their international counterparts, CIs are normally organised as joint ventures between international and Chinese partners in the field of education or cultural exchange. From this unique setting a more fundamental observation can be made, namely China’s willingness to engage and cooperate with foreigners in the context of public diplomacy. Overall, the author argues that by utilizing the current global fascination with Chinese language and culture, the Chinese government has found interested and willing international partners to co-finance the CIs and thus partially fund China’s international charm offensive. The second edition of the Routledge Handbook of Public Diplomacy, co-edited by two leading scholars in the international relations subfield of public diplomacy, includes 16 more chapters from the first. Ten years later, a new global landscape of public diplomacy has taken shape, with major programs in graduate-level public diplomacy studies worldwide. What separates this handbook from others is its legacy and continuity from the first edition. This first edition line-up was more military-focused than this edition, a nod to the work of Philip M. Taylor, to whom this updated edition is dedicated.
