BOOK EXCERPT:
Proponents of American public diplomacy sometimes find it difficult to be taken seriously. Everyone says nice things about relying less on military force and more on soft power. But it has been hard to break away from the longtime conventional wisdom that America owes its place in the world primarily to its muscle. Today, however, policy makers are recognizing that merely being a "superpower" - whatever that means now - does not ensure security or prosperity in a globalized society. Toward a New Public Diplomacy explains public diplomacy and makes the case for why it will be the crucial element in the much-needed reinvention of American foreign policy.

BOOK EXCERPT:
After September 2001, which triggered a global debate on public diplomacy, "PD" has become an issue in most countries, ranging from Canada to New Zealand and from Argentina to Mongolia. Many ministries of foreign affairs now develop a public diplomacy policy of their own. Their association with public diplomacy can be seen as a symptom of the rise of soft power or, at another level, as the effect of broader processes of change in diplomatic practice. The new public diplomacy has in fact become part of the changing fabric of international relations. Foreign publics now matter to practitioners of diplomacy that was unthinkable as little as twenty-five years ago. This book joins the debate on public diplomacy. Experts based in five different countries and from a variety of fields analyze the theory and practice of public diplomacy. They also evaluate how public diplomacy can be successfully used to support foreign policy.

BOOK EXCERPT:
The conduct of public diplomacy is carried out as much abroad, by Foreign Service Officers (FSOs) stationed at U.S. embassies, as it is in Washington. This book focuses on what FSOs do in actual practice in field operations.

BOOK EXCERPT:
This book examines the concept of new public diplomacy against empirical data derived from three country case studies, in order to offer a systematic assessment of policy and practice in the early 21st century. The new public diplomacy (PD) is a major paradigm shift in international political communication. Globalisation and a new media landscape challenge traditional foreign ministry 'gatekeeper' structures, and foreign ministries can no longer lay claim to being sole or dominant actors in communicating foreign policy. This demands new ways of elucidating foreign policy to a range of nongovernmental international actors, and new ways of evaluating the influence of these communicative efforts. The author investigates the methods and strategies used by five foreign ministries and cultural institutes in three countries as they attempt to adapt their PD practices to the demands of the new public diplomacy environment. Drawing upon case studies of US, British, and Swedish efforts, each chapter covers national policy, current activities, evaluation methods, and examples of individual campaigns. This book will be of much interest to students of public diplomacy, foreign policy, political communication, media studies and international relations in general.

BOOK EXCERPT:
This book aims to understand public diplomacy by examining its practice. In particular, it focuses on the implementation of educational and exchange programs by the US Departments of State and Defense toward China. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goal—the specific order given to a governmental institution in order to achieve a general foreign policy objective—into public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation. This book maps out where and by whom implementation discretion is exercised in public diplomacy. It argues that public diplomacy is in the eye of the beholder, and that its meanings can vary significantly according to different actors.

BOOK EXCERPT:
This book presents the first comprehensive analysis of Confucius Institutes (CIs), situating them as a tool of public diplomacy in the broader context of China’s foreign affairs. The study establishes the concept of public diplomacy as the theoretical framework for analysing CIs. By applying this frame to in-depth case studies of CIs in Europe and Oceania, it provides in-depth knowledge of the structure and organisation of CIs, their activities and audiences, as well as problems, challenges and potentials. In addition to examining CIs as the most prominent and most controversial tool of China’s charm offensive, this book also explains what the structural configuration of these institutes can tell us about China’s understanding of and approaches towards public diplomacy. The study demonstrates that, in contrast to their international counterparts, CIs are normally organised as joint ventures between international and Chinese partners in the field of education or cultural exchange. From this unique setting a more fundamental observation can be made, namely China’s willingness to engage and cooperate with foreigners in the context of public diplomacy. Overall, the author argues that by utilizing the current global fascination with Chinese language and culture, the Chinese government has found interested and willing international partners to co-finance the CIs and thus partially fund China’s international charm offensive. This book will be of much interest to students of public diplomacy, Chinese politics, foreign policy and international relations in general.

BOOK EXCERPT:
The second edition of the Routledge Handbook of Public Diplomacy, co-edited by two leading scholars in the international relations subfield of public diplomacy, includes 16 more chapters from the first. Ten years later, a new global landscape of public diplomacy has taken shape, with major programs in graduate-level public diplomacy studies worldwide. What separates this handbook from others is its legacy and continuity from the first edition. This first edition line-up was more military-focused than this edition, a nod to the work of Philip M. Taylor, to whom this updated edition is dedicated. This edition includes US content, but all case studies are outside the United States, not only to appeal to a global audience of scholars and practitioners, but also as a way of offering something fresher than the US/UK-centric competition. In Parts 1–4, original contributors are retained, many with revised editions, but new faces emerge. Parts 5 and 6 include 16 global case studies in public diplomacy, expanding the number of contributors by ten. The concluding part of the book includes chapters on digital and corporate public diplomacy, and a signature final chapter on the noosphere and noopolitik as they relate to public diplomacy. Designed for a broad audience, the Routledge Handbook of Public Diplomacy is encyclopedic in its range and depth of content, yet is written in an accessible style that will appeal to both undergraduate and postgraduate students.
