Towards The Private Funding Of Higher Education

eBook Download

BOOK EXCERPT:

An almost universal driving force for contemporary change in universities is the shifting view of higher education as more of a private than a public good. Towards the Private Funding of Higher Education presents a contemporary global picture of this move towards the privatisation of higher education, and examines how these shifts in ideology and funding priorities have significant policy implications. The resulting developments, such as the imposition and escalation of student tuition fees and the emergence of online providers of higher education, emerge out of a combination of economic, political and ideological pressures, further enhanced by technological changes. By using multiple international and regional examples to analyse the various pressures for privatisation, this book examines the different forms privatisation has taken, whilst offering an analytical interpretation of why the privatisation drive emerged, why it has been resisted in some instances and what forms it is likely to assume in the future. Towards the Private Funding of Higher Education illustrates and challenges the emergence of a new relationship between the university, government and society. It is an essential read for higher education professors, university managers and higher education policy makers across the world.

Rethinking The Public Private Mix In Higher Education

eBook Download

BOOK EXCERPT:

In recent decades, we have seen the emergence of private higher education as a global reality. Although there are specific reasons for its appearance in each system, there is also a significant degree of commonality in the context and purposes surrounding the rise of private higher education as an important factor in many systems. The analysis of private higher education has tended to be focused at the national level, often highlighting national peculiarities and variations. In this volume the authors move forward by proposing a unifying and coherent, but flexible, theoretical framework that may be applied in different countries and diverse systems. Hence, the overall goal of this book is to provide a framework for a better understanding of the public-private mix of higher education and a set of policy guidelines in dealing with the expansion of private higher education from a comparative perspective. This analytical framework will be applied to four case-studies (Pakistan, Portugal, South Korea and Uruguay). These cases illustrate the diversity of contexts in the development of private higher education, though they also highlight important commonalities. Based on that analysis, we present some general recommendations to build a more effective policy-framework that takes advantage of the private sector in order to fulfill better the missions of the higher education system.

Bridges Pathways And Transitions

eBook Download

BOOK EXCERPT:

Bridges, Pathways and Transitions: International Innovations in Widening Participation shows that widening participation initiatives and policies have had a profound impact on improving access to higher education to historically marginalized groups of students from diverse socioeconomic and cultural backgrounds. The research presented provides a source of inspiration to students who are navigating disadvantage to succeed in higher education against the odds. There are stories of success in difficult circumstances, revealing the resilience and determination of individuals and collectives to fight for a place in higher education to improve chances for securing social mobility for next generations. The book also reveals that more work and policy interventions are needed to further equalize the playing field between social groups. Governments need to address the entrenched structural inequalities, particularly the effects of poverty, that prevent more academically able disadvantaged students from participating in higher education on the basis of the circumstances of their birth. Across the globe, social reproduction is far more likely than social mobility because of policies and practices that continue to protect the privilege of those in the middle and top of social structures. With the gap between rich and poor widening at a rate previously unseen, we need radical policies to equalize the playing field in fundamental ways. - Focuses on collaborations with schools, families, and communities - Highlights tools and methods to aid in the creation of pathways, bridging initiatives into higher education - Includes case studies that show how students are supported during the transition into high education systems

Linking Higher Education And Economic Development

eBook Download

BOOK EXCERPT:

Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is co-ordinated by the Centre for Higher Education Transformation in South Africa.
