If we turn from the history of administration to the history of naval operations there is still more to be done. The part played by the Navy in the Civil War has never been adequately treated; we need a fuller and more detailed history of the Dutch Wars - especially of the second and third of them. The fullest account of the naval opera tions during the war with France from 1689 to 1697 is still Burchett's book, written two centuries ago though it has been supplemented by Mr. Julian Corbett and others, it has not yet been replaced.
