International organisations such as the World Bank began to intervene in the transboundary water governance of the Ganges-Brahmaputra-Meghna river basin in the mid-2000s, and the South Asia Water Initiative (SAWI) is its most ambitious project in this regard. Yet neither SAWI nor other international initiatives, such as those of the Australian and UK governments, have been able to significantly improve transboundary water interaction between India, Nepal, Bhutan and Bangladesh. This book identifies factors that contribute to water conflicts and that detract from water cooperation in this region. It sheds light on how international organisations affect these transboundary water interactions. The book discusses how donor-led initiatives can better engage with transboundary hydropolitics to increase cooperation and decrease conflict over shared freshwater resources. It is shown that there are several challenges: addressing transboundary water issues is not a top priority for the riparian states; there is concern about India’s hydro-hegemony and China's influence; and international actors in general do not have substantial support of the local elites. However, the book suggests some ways forward for improving transboundary water interaction. These include: addressing the political context and historical grievances; building trust and reducing power asymmetry between riparian states; creating political will for cooperation; de-securitising water; taking a problemshed view; strengthening water sharing institutions; and moving beyond narratives of water scarcity and supply-side solutions.

‘Complexity of Transboundary Water Conflicts’ seeks to understand transboundary water issues as complex systems with contingent conditions and possibilities. To address those conditions and leverage the possibilities it introduces the concept of enabling conditions as a pragmatic way to identify and act on the emergent possibilities to resolve transboundary water issues. Based on this theoretical frame, the book applies the ideas and tools from complexity science, contingency and enabling conditions to account for events in the formulation of treaties/agreements between disputing riparian states in river basins across the world (Indus, Jordan, Nile, Ganges, Brahmaputra, Colorado, Danube, Senegal and Zayandehrud). It also includes a section with scholars’ reflections on the relevance and weakness of the theoretical framework.

A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy. The authors then outline the current tensions around resource scarcity or degradation and examine existing progress towards cooperative international management of resources. These include food and water scarcity, mineral exploration and exploitation of the oceans. Overall, the contributors propose a more hopeful and positive engagement among the world’s nations as they pursue the economic and social benefits derived from natural resources, while maintaining the ecological processes on which they depend.

China has forty major transboundary watercourses with neighbouring countries, and has frequently been accused of harming its downstream neighbours through its domestic water management policies, such as the construction of dams for hydropower. This book provides an understanding of water security in Asia by investigating how shared water resources affect China’s relationships with neighbouring countries in South, East, Southeast and Central Asia. Since China is an upstream state on most of its shared transboundary rivers, the country’s international water policy is at the core of Asia’s water security. These water disputes have had strong implications for China’s interstate relations, and also influenced its international water policy alongside domestic concerns over water resource management. This book investigates China’s policy responses to domestic water crises and examines China’s international water policy as well as its strategy in dealing with international cooperation. The authors describe the key elements of water diplomacy in Asia which demonstrate varying degrees of effectiveness of environmental agreements. It shows how China has established various institutional arrangements with neighbouring countries, primarily in the form of bilateral agreements over hydrological data exchange. Detailed case studies are included of the Mekong, Brahmaputra, Ili and Amur rivers.

The book addresses the urgent need for rethinking the geopolitics and ecology in the Himalaya, by emphasising the entanglements between these two factors. Most international relations analyses of the Himalaya emphasize the central role of the region’s states and their great power struggles. By reducing the region to its state actors, however, we miss the intense more-than-human diversity of the region, and the crucial role that the mountains play in the global environment. In doing so, the book makes a major contribution to international relations theory by drawing on insights from international political ecology. It first theorises international political ecology and examines the Himalaya as a global region, before moving looking at the international aspects of political ecology in the Himalaya through key areas of the mountains where international politics and ecology are deeply, inextricably linked. It presents three detailed case studies of different environmental and political issues in the Himalaya: icecaps (the India-China-Pakistan boundary dispute in the western Himalaya), foothills and forests (the Nepal-Bhutan-Sikkim borderlands), and rivers (the India-China Bangladesh dispute over the Brahmaputra River basin). Each case study draws on a mix of source materials including fieldwork, government sources, foreign policy discourse, Himalayan ethnographies, and environmental and ecological sciences scholarship.

In 2017 four rivers in Aotearoa New Zealand, India, and Colombia were given the status of legal persons, and there was a recent attempt to extend these rights to the Colorado River in the USA. Understanding the implications of creating legal rights for rivers is an urgent challenge for both water resource management and environmental law. Giving rivers legal rights means the law can see rivers as legal persons, thus creating new legal rights which can then be enforced. When rivers are legally people, does that encourage collaboration and partnership between humans and rivers, or establish rivers as another competitor for scarce resources? To assess what it means to give rivers legal rights and legal personality, this book examines the form and function of environmental water managers (EWMs). These organisations have legal personality, and have been active in water resource management for over two decades. EWMs operate by acquiring water rights from irrigators in rivers where there is insufficient water to maintain ecological health. EWMs can compete with farmers for access to water, but they can also strengthen collaboration between traditionally divergent users of the aquatic environment, such as environmentalists, recreational fishers, hunters, farmers, and hydropower. This book explores how EWMs use the opportunities created by giving nature legal rights, such as the ability to participate in markets, enter contracts, hold property, and enforce those rights in court. However, examination of the EWMs unearths a crucial and unexpected paradox: giving legal rights to nature may increase its legal power, but in doing so it can weaken community support for protecting the environment in the first place. The book develops a new conceptual framework to identify the multiple constructions of the environment in law, and how these constructions can interact to generate these unexpected outcomes. It explores EWMs in the USA and Australia as examples, and assesses the implications of creating legal rights for rivers for water governance. Lessons from the EWMs, as well as early lessons from the new ‘river persons,’ show how to use the law to improve river protection and how to begin to mitigate the problems of the paradox.

Does participatory governance benefit the environment? The European Water Framework Directive (WFD), which came into force in 2000 with the aim of revolutionizing European water governance, mandates participatory river basin management planning across the European Union. The belief of European policymakers and the European Commission is that participation will deliver better policy outputs and implementation. This book examines a range of approaches to participatory river basin management planning, and considers whether and how participation impacted on the environmental standard of planning documents, quality of implementation, and social outcomes.
