This book provides a comprehensive analysis of India’s social and economic transformation in the decades leading up to the COVID-19 pandemic and explores both resilience and vulnerabilities in Indian society. It provides an in-depth look into diverse aspects of how Indians live, earn a living and care for their children by examining vital indicators such as poverty, malnutrition, health and marriage and family relationships, among others. Analysing the data from the India Human Development Surveys, it presents a complex picture of India’s transformation and large economic and educational gains, while exploring the reasons why these have not translated into social transformation of a similar magnitude. The volume also describes the backdrop against which the COVID-19 pandemic crippled the Indian economy. In effect, it foreshadows the challenges that need to be addressed on the road to recovery. It argues that in order to reduce the scarring and ensure recovery for all, it will be important to focus on the underlying conditions faced by the most vulnerable sections of the Indian society as policymakers seek to effectively tend to issues of socio-economic inequality and marginalisation in the long run. Reforms and Economic Transformation in India is the second volume in the series Studies in Indian Economic Policies. The first volume, India's Reforms: How They Produced Inclusive Growth (OUP, 2012), systematically demonstrated that reforms-led growth in India led to reduced poverty among all social groups. They also led to shifts in attitudes whereby citizens overwhelmingly acknowledge the benefits that accelerated growth has brought them and as voters, they now reward the governments that deliver superior economic outcomes and punish those that fail to do so. This latest volume takes as its starting point the fact that while reforms have undoubtedly delivered in terms of poverty reduction and associated social objectives, the impact has not been as substantial as seen in other reform-oriented economies such as South Korea and Taiwan in the 1960s and 1970s, and more recently, in China. The overarching hypothesis of the volume is that the smaller reduction in poverty has been the result of slower transformation of the economy from a primarily agrarian to a modern, industrial one. Even as the GDP share of agriculture has seen rapid decline, its employment share has declined very gradually. More than half of the workforce in India still remains in agriculture. In addition, non-farm workers are overwhelmingly in the informal sector. Against this background, the nine original essays by eminent economists pursue three broad themes using firm level data in both industry and services. The papers in part I ask why the transformation in India has been slow in terms of the movement of workers out of agriculture, into industry and services, and from informal to formal employment. They address what India needs to do to speed up this transformation. They specifically show that severe labor-market distortions and policy bias against large firms has been a key factor behind the slow transformation. The papers in part II analyze the transformation that reforms have brought about within and across enterprises. For example, they investigate the impact of privatization on enterprise profitability. Part III addresses the manner in which the reforms have helped promote social transformation. Here the papers analyze the impact the reforms have had on the fortunes of the socially disadvantaged groups in terms of wage and education outcomes and as entrepreneurs.

Transformation should lie at the heart of our new approach to defense. The development of transformational capabilities, processes, and force structures should be given strategic focus to meet the principal challenges under our defense strategy. India is already ceased with the necessity of transformation albeit without any documented national security guidelines or operating instructions, which are legislated or have the validation of at least the 'Cabinet Committee on Security'(CCS). In other words the first step would be to create a draft security strategy based on many assumptions, like the foreign policy or the cumulative emerging threat scenario as appreciated by the Defence Intelligence Agency(DIA). This well researched book is a result of the project allotted by the USI under the Field Marshal K. M. Cariappa chair. The book is therefore more as an idea or a theoretical construct, basically to bring in more clarity to the various options available for this great transformation of the Indian military. The author has deliberated upon various landmarks of transformation milestones achieved so far by the three services and given recommendations to further build upon ongoing modernization plan and shift to a higher plane of transformational activities.

The Survey of India was established as Survey of Bengal in 1767, and the post of Surveyor General of India is one of the longest-standing scientific roles in the world. This book explores the multifaceted obstacles to social change that India, Myanmar and Thailand face, and ways to overcome them. With a collection of essays that identify common challenges and salient features affecting diverse communities, this volume examines topics from subnational and local perspectives across the peripheries. This is the tenth volume in a major series which studies the status of land reforms throughout the country. It examines the progress achieved and the difficulties encountered in the computerisation of land records in various states. In 1988, the central government sponsored the Computerisation of Land Records (CoLR) scheme to tackle the recurring problems thrown up by inadequate land records system. Providing a critical appraisal of CoLR, the 20 articles in the volume are divided into three sections: Computerisation of Land Records; Digitisation of Cadastral Maps; and Land Information System.
