This book provides a critical review of global environmental governance as part of the broader process of sustainably transforming modern society. The author argues for substantial modifications, outlining potential improvements in knowledge bridging processes, integration and synthesis that offer valuable information for environmental policy and governance. These improvements, he argues, should be achieved through the use of theoretical and empirical knowledge gleaned from global scenario analysis and interdisciplinary environmental research, and with the aid of new practices for knowledge sharing, cooperation and collective learning. Transformation to a low carbon economy is a central tenet to any discussion on the solutions to the complex challenges of climate change and energy security. Despite advances in policy, carbon management and continuing development of clean technology, fundamental business transformation has not occurred because of multiple political, economic, social and organisational issues. Carbon Governance, Climate Change and Business Transformation is based on leading academic and industry input, and three international workshops focused on low carbon transformation in leading climate policy jurisdictions (Canada, USA and the UK) under the international Carbon Governance Project (CGP) banner. The book pulls insights from this innovative collaborative network to identify the policy combinations needed to create transformative change. It explores fundamental questions about how governments and the private sector conceptualize the problem of climate change, the conditions under which business transformation can genuinely take place and key policy and business innovations needed. Broadly, the book is based on emerging theories of multi-levelled, multi-actor carbon governance, and applies these ideas to the real world implications for tackling climate change through business transformation. Why do governments insist on fossil fuels? Why do renewables face uncertain and inconsistent legal and regulatory circumstances that slow their market-share growth against fossil fuels? Oksan Bayulgen studies the political determinants of partial energy reforms that result in tepid energy transitions and shifts the geographical focus from front-runner countries of energy innovation to developing countries, which have become the largest carbon emitters in the world. Her in-depth case study of energy policies in Turkey over the past two decades demonstrates that energy transitions are neither inevitable nor linear and that they are often initiated if and only when promoting renewables is in the interests of governing elites and stall when political dividends associated with energy rents change. This book contributes to the debates on the nature and pace of energy transitions by analyzing the power dynamics and political institutions under which energy reforms are initiated and implemented over time. Technological capability deepens and diversifies industrial activity, which fundamentally enhances growth potential. Consequently, failure to build effective technological capability can lead to slow long-term economic growth. This book synthesizes and interprets existing knowledge on technology upgrading failures in order to better understand the challenges of technology upgrading in emerging economies. The objective is to bring together diverse evidence on three major dimensions of technology upgrading: paths of technology upgrading, structural changes in the nature of technology upgrading, and the issues of technology transfer and technology upgrading. Knowledge on these three dimensions is synthesized at the firm, sector, and macro levels across different countries and world macroregions. Compared to the challenges and uncertainties facing emerging economies, our understanding of technology upgrading is sparse, unsystematic, and scattered. The recent growth slowdown in many emerging economies, often known as the middle-income trap, has reinforced the importance of understanding the technology upgrading challenges they experience. While our understanding of these issues from the 1980s and 1990s is relatively more systematised, the more recent changes that took place during the globalization and proliferation of global value chains, and the effects of the 2008 financial crisis, have not been explored and compared synthetically. The current effects of COVID-19, geopolitical struggles, and the growing concern around environmental sustainability add significant complexity to an already problematic situation. The time is ripe to take stock of our existing knowledge on processes of technology upgrading in emerging economies and make further inroads in research on this crucial issue.
