Transforming Borders: Chicana/o Popular Culture and Pedagogy situates Chicana feminists' re-imagining of La Llorona, the Virgin of Guadalupe, and Malintzin/Malinche as sources of border/transformative pedagogies. In doing so, C. Alejandra Elenes contributes to the scholarship on transformative pedagogies by adding the voices of Chicana feminist pedagogies, epistemologies, and ontologies. Linking the relationship between cultural practices, knowledge, and teaching in everyday life, Elenes develops h er conceptualization of border/transformative pedagogies.

Taking this development and its results under scrutiny, this paper will try to give an answer to the following research question: How does the actual application of the Schengen aquis by institutionalizing it in an agency (FRONTEX) affect or transform the border regimes of Member States in particular and the European Union in general? The methodology will consist of an analysis of the legal and deriving organizational design of the agency itself, and as well in describing the operational design of a distinctive FRONTEX deployment. Taking a closer look at the FRONTEX operations HERA I, II and III in particular shall help to define the characteristics and implications of its results in promulgating a paradigm which points out to the result the ongoing transformation of the European border security regime. While being aware of the incentives to create agencies lie in their supposed apolitical nature and ability to maintain policy continuity, which might also apply for the establishment of FRONTEX as an European Union agency, the notorious and critical acclaim this institution faces in the media is another incentive to take as a first step of the analysis a closer look at the historic and legal roots of the agency its impact on the European border regime so far. This book examines the contribution of the European Commission to the process of transformation of EU borders. Migration issues have been at the centre of EU political debates in recent years. From national controversies sparked by the economic difficulties in the aftermath of the 2008 economic downturn to EU-wide problems caused by the record number of asylum seekers looking for a refuge in the Union. Simultaneously, the EU migration regime has undergone a profound change since the 1980s as a result of the developments in the integration process. Inevitably this has impacted borders, transforming their nature and functions. The author looks at four key EU policy areas, which in recent decades have substantially altered the EU migration regime: the European Neighbourhood Policy, social policy, border controls, and free movement of people. Based on a variety of Commission documents the analysis focuses on the different borders that have been transformed, their altered nature and functions, and the specific impact of the European Commission on to these processes.

Has European integration helped to build peace in Europe and its neighbourhood? The book addresses this question through theoretically and empirically informed case studies that explore the successes of, and the challenges to EU cross-border cooperation as a tool for conflict transformation. Conceptually, the contributors link the question of transforming conflict to changing understandings of borders and bordering. Empirically, the contributions represent case studies of practices and discourses of EU-sponsored cross-border cooperation, and challenges to it. The case studies encompass the multiple geographical perspectives of the EU internal boundaries, its (sometimes disputed) external borders, and borders involving third countries. From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union’s endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union’s concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union’s policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission’s strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

Security, surveillance, and militarization are widening the chasm between those who travel where they please and those whose movements are restricted. But that is only part of the story.
