Transnational Social Policy highlights the changing face of social policy and social work against the background of accelerating transnationalization of economies, labour markets, education, social services, and care. Relationships between social policy and human development are the subject of much research and theorizing. In the context of ever-increasing globalization, transnational systems of support have emerged in response to the needs of transnational families, labour forces, and the communities within which they are located. This volume will be the first to systematically address transnational support research from a theoretical and empirical perspective, making the concept of transnationality part of the core knowledge structure of social work.

Drawing on international case studies from emerging economies and developing countries including South Africa, India, Egypt, Morocco, Jordan, Tunisia, Indonesia, China and Russia, this book examines the rise, nature and effectiveness of recent developments in social policy in the Global South. By analysing these new emerging trends, the book aims to understand how they can contribute to meaningful change and whether they could offer alternative solutions to the social, economic and environmental policy challenges facing low-income countries within a contemporary global context. The global economic crisis continue to dominate headlines, yet measures to build a social floor under the global economy and reform global governance have received little attention. In 2012 the Social Protection Floor was adopted as a global social policy measure ensuring that all could have access to essential health care and income security over their lifespan. This book by the world’s leading authority on global social policy examines why and how the Social Protection Floor became ILO, UN and G20 policy and how the World Bank and IMF took steps to lay its foundation. Bob Deacon explains this development in terms of four influences: firstly, shifts in the global social structure, secondly, processes inside international institutions, thirdly, global actors -sometimes individuals - using their positions to make change, and fourthly, shifting discourses about social protection. The volume provides a field-analytical methodology for researching knowledge-based sociopolitical processes of transnationalization. Drawing on seminal work by Pierre Bourdieu, we apply concepts of practice, habitus, and field to phenomena such as cross-national social trajectories, international procedures of evaluation, standardization, and certification, or supranational political structures. These transnational phenomena form part of general political struggles that legitimate social relationships in and beyond the nation-state. Part 1 on methodological foundations discusses the consequences of Bourdieu’s epistemology and methodology for theorizing and investigating transnational phenomena. The contributions show the importance of field-theoretical concepts for post-national insights. Part 2 on investigating political fields presents exemplary case studies in diverse research areas such as colonial imperialism, international academic rankings, European policy fields, and local school policy. While focusing on their research objects, the contributions also give an insight into the mechanisms involved in processes of transnationalization. The volume is an invitation for sociologists, political scientists, and scholars in adjacent research areas to engage with reflexive and relational research practice and to further develop field-theoretical thought.

Australia’s higher education sector was hit hard by the COVID-19 pandemic. Student and staff numbers declined, and the government assistance afforded to other sectors was all but missing for universities. This book focuses on the diverse interrelationships between aging and transnationality. It argues that the lives of older people are increasingly entangled in transnational contexts on the social as well as the cultural, economic and political levels. Within these contexts, older people both actively contribute to and are affected by border-crossing processes. In addition, while some may voluntarily opt for adding a transnational dimension to their lives, others may have less choice in the matter. Transnational aging, therefore, provides a critical lens on how older people shape, organize and cope with life in contexts that are no longer bound to the frame of a single nation-state. Accordingly, the book emphasizes the agency of older people as well as the personal and structural constraints of their situations. The chapters in this book reveal these aspects by approaching transnational aging from different methodological angles, such as ethnographic research, comparative studies, quantitative data, and policy and discourse analysis. Geographically, the chapters cover a wide range of countries in Africa, Asia, Europe, North and South America, such as Namibia, Thailand, Russia, Germany, the United States and Ecuador.
