This book offers a comprehensive account of Turkey's foreign policy narratives in a period of global power shifts. By examining international and national historical processes, the author highlights narrative processes and traditions that describe Turkey and its position in world politics. He also analyzes how global power shifts, such as the rise of China, affect Turkey's increasingly active and confusing foreign policy and the narratives associated with it. The book covers topics such as Kemalist modernization, Islamic conservative views of the New World Order, Turkey's relations with non-Western countries such as Russia and China, and Turkish narratives of the Syrian war and the COVID-19-pandemic. It is intended for scholars of international relations and European and Middle Eastern politics, and appeals to anyone interested in Turkish history and politics.

This book discusses the role of political narratives in shaping perceptions of instability and conceptions of order in the Middle East and North Africa (MENA). The authors illustrate how, in times of socio-political turmoil and outbursts of discontent such as the Arab Spring, political entrepreneurs explain and justify their political agendas by complementing hard power solutions with attractive ideas and discursive constructions that appeal to domestic constituencies and geopolitical allies. The book is divided into two parts. The first focuses on non-state actors, such as confessional communities and ideological movements, who aim to develop narratives that are convincing to their respective polities. It also studies regional powers that seek to determine their positions in a competitive environment via distinctive narrations of order. In part two, the authors investigate the narratives of global players that aim to explain and justify their role in an evolving international order.

The book presents a possible way of reading and re-writing the Eurocentrism of International Relations. The method proposed to re-write histories of the manifestations and criticisms of Eurocentrism is through ‘connected histories’. The first section of the book focuses on manifestations of Eurocentrism in and through disciplinary formations and geopolitical contexts. This section explores the ‘field of IR’ as a problematic unit that already assumes a coloniality of power. It questions the existence of ‘fields of study’ and the borders between them by examining the permeability between history and IR, and highlighting how Eurocentric assumptions about world politics are reproduced in the different ‘fields’. The second section of the book focuses on criticisms of Eurocentrism in and through disciplines and geopolitical contexts. This setion explores the different ways in which theoretical strategies criticizing Eurocentrism were formulated in conversation with each other across disciplines and geopolitical contexts.

It also offers insights into the study of regional security and the operation of threat perceptions.

This book introduces the concept of narrative tradition to study representation in international politics. Focusing specifically on the case of Turkey, the book shows how narrative traditions are constructed, maintained, and passed on by a loose epistemic community that involves practitioners and experts including scholars, journalists, diplomats, and political representatives. Employing an interpretative approach, the book distinguishes between four narrative traditions in the study of Turkey: Turkey as a state that is (1) getting lost, (2) standing at a decisive crossroad, (3) led by strongmen, and (4) struggling with a creeping Islamisation.These narrative traditions carry enduring beliefs that not only describe, moralise, judge, and stigmatise Turkey, but also contribute to the idea of the West. The book focuses on knowledge that is produced from a Western perspective, showing that Turkey provides a channel through which the Western self can be debated, challenged, celebrated, and judged.

This book explores key historical episodes to understand the reasons and consequences of the enduring partiality problem in cooperation between Turkey and Iraq. Notwithstanding their mutual material interdependence and common cultural heritage, these two close neighbors have stayed far from achieving comprehensive cooperation. The author examines contextual-discursive dynamics shaping Turkey-Iraq partial cooperation around critical events, such as the Saadabad-Baghdad pacts, the Gulf War, the US Invasion, and the war against ISIS. Leading pro-government Turkish daily newspapers of the period are analyzed to highlight ambivalent ontological-rhetorical modes and ambiguous political narratives-frames that perpetuate paradoxes of partiality in Ankara’s rationalization and contextualization of cooperation with Baghdad and Erbil.

This book explores Turkey-EU relations in the context of natural gas. Utilising the English School theory and narrative policy analysis, the author examines EU narratives on Turkey’s role in European energy security in the sphere of natural gas, as well as narratives of Turkish actors on natural gas pipelines and the liberalisation of the natural gas market. The book discusses the extent to which the positions held by Turkish actors on natural gas and energy security constrain and/or enable its integration with the EU. Accordingly, it compares the narratives of the EU and Turkish actors to ascertain how references to the content and scope of the integration varied between January 2001 and July 2019. In the context of this book, "integration” does not necessarily mean Turkey’s full membership in the EU. Rather, it refers to different types of relations, which are classified as energy security societies.

This book covers selected topics on contemporary Turkish Foreign Policy to understand and critically analyze the ideas, discourses, actors, processes and structures in the foreign policymaking. It provides the readers with a compilation of chapters on the critical analysis of Turkey’s changing positionality and foreign policy identity. In doing so, it draws on the tools and perspectives offered by the critical theories and approaches in International Relations and relevant disciplines. Most of the chapters included in this project deal with the dramatic metamorphoses that took place in Turkish Foreign Policy during the period when the Justice and Development Party ruled and their ongoing consequences.

This volume examines contemporary political relations between Turkey and the Middle East. In the light of the Arab Uprisings of 2011, the Syria Crisis, the escalation of regional terrorism and the military coup attempt in Turkey, it illustrates the dramatic fluctuations in Turkish foreign policy towards key Middle Eastern countries, such as Iran, Saudi Arabia, Egypt, Syria and Iraq. The contributors analyze Turkey’s deepening involvement in Middle Eastern regional affairs, also addressing issues such as terrorism, social and political movements and minority rights struggles. While these problems have traditionally been regarded as domestic matters, this book highlights their increasingly regional dimension and the implications for the foreign affairs of Turkey and countries in the Middle East.

Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.
