As the twentieth century drew to a close, the unity and authority of the secularist Turkish state were challenged by the rise of political Islam and Kurdish separatism on the one hand and by the increasing demands of the European Union, the International Monetary Fund, and the World Bank on the other. While the Turkish government had long limited Islam—the religion of the overwhelming majority of its citizens—to the private sphere, it burst into the public arena in the late 1990s, becoming part of party politics. As religion became political, symbols of Kemalism—the official ideology of the Turkish Republic founded by Mustafa Kemal Atatürk in 1923—spread throughout the private sphere. In Nostalgia for the Modern, Esra Özyürek analyzes the ways that Turkish citizens began to express an attachment to—and nostalgia for—the secularist, modernist, and nationalist foundations of the Turkish Republic. Drawing on her ethnographic research in Istanbul and Ankara during the late 1990s, Özyürek describes how ordinary Turkish citizens demonstrated their affinity for Kemalism in the ways they organized their domestic space, decorated their walls, told their life stories, and interpreted political developments. She examines the recent interest in the private lives of the founding generation of the Republic, reflects on several privately organized museum exhibits about the early Republic, and considers the proliferation in homes and businesses of pictures of Atatürk, the most potent symbol of the secular Turkish state. She also explores the organization of the 1998 celebrations marking the Republic’s seventy-fifth anniversary. Özyürek’s insights into how state ideologies spread through private and personal realms of life have implications for all societies confronting the simultaneous rise of neoliberalism and politicized religion.

Kemal Ataturk's Republic of Turkey was set up in 1923 as a secular state, sweeping political, social, cultural and religious reforms followed. Islam was no longer the official religion of the state, the Sultanate was abolished and all Turkish citizens were declared equal without reference to religion. But though, in Azak's phrase, 'secularism was the central tenet of Kemalism', fear of a resurgent, even fanatical, Islam, continued to haunt the state. Azak's revisionist and original study sets out the struggle between religion and secularism but shows how Ataturk laboured for an idealised 'Turkish Islam' - the 'social cement' of the nation - stripped of superstition and obscurantism and linked to modern science and positivist philosophy. 'Turkish Islam' has retained its traditional forms in the modern state and Ataturk's Mausoleum dominates the capital and continues to inspire a popular, quasi-religious devotion.

There are any number of studies on Turkish secularism. However, to date there has never been a comprehensive analysis of the constitutional protection of secularism, one that systematically covers all relevant aspects. Addressing that gap, this book presents a comprehensive and coherent analysis of the constitutional framework of this principle within the Turkish legal system. Secularism is a common fundamental principle of all three Turkish constitutions (1924, 1961, 1982). The principle has been granted an irrevocable status and has been strictly constructed within the Turkish constitutional system. Despite the guarantee of irrevocability, however, its interpretation and application have undergone a drastic transformation in response to changing social and political circumstances. Today, the complaints filed before the domestic and international judiciary predominantly concern the Turkish State’s neutrality and impartiality towards religion and the exercise of freedom of religion by religious minorities. While many observers have interpreted these problems in light of the contemporary policies pursued in the field of religion, a closer look reveals that the problem lies deeper in Turkey’s general constitutional framework. While the 1982 Constitution declares the principle as an unamendable characteristic of the Republic and protects it with multi-layered mechanisms, certain anti-democratic features of the Constitution, including the President’s predominant role in forming the high-ranking judiciary, affect the proper and consistent application of the principle of secularism. The consolidation of the secular state order depends on various factors other than a suitable constitution. However, it goes without saying that constitutions can help or hinder efforts to find solutions. Therefore, this book identifies the deficiencies in the Turkish constitutional and legal framework regarding the protection of secularism. It presents the historical development and definition of a secular state, analyzes the jurisprudence of the Turkish Constitutional Court and the European Court of Human Rights, studies the application of the party prohibition mechanism as a means of protecting the principle, and assesses the constitutional amendments of 2001, 2010 and 2017. Moreover, it proposes much-needed constitutional and legal amendments with a view to improving the application of the principle of secularism.

It is commonly believed that during the interwar period, Kemalist secularism successfully eliminated religion from the public sphere in Turkey, leaving Turkish national identity devoid of religious content. Faces of the State is a penetrating study of the production of a state-revering political culture in the public life of 1990s Turkey. In this new contribution to the anthropology of the state, Yael Navaro-Yashin brings recent poststructuralist and psychoanalytic theory to bear on the study of the political. Delving deeper than studies of nationalist discourse that would focus on consciously articulated narratives of political identity, the author explores sites of "fantasy" in the public-political domain of Istanbul. The book focuses on the conflict over secularism in the aftermath of an Islamist victory in the city's municipalities. In contrast with studies that would problematize and objectify religious movements, the author examines the agency of secularists under a state widely known for its "secularist" policies. The complexity and dynamism of the context studied moves well beyond scholarly distinctions between "secularity" and "religion," as well as "state" and "society." Here, secularism and Islamism emerge as different guises for a culture of statism where people from "society" compete to claim "Turkish culture" for themselves and their life practices.
