This occasional paper is a concise overview of the history of the US Army's involvement along the Mexican border and offers a fundamental understanding of problems associated with such a mission. Furthermore, it demonstrates how the historic themes addressed disapproving public reaction, Mexican governmental instability, and insufficient US military personnel to effectively secure the expansive boundary are still prevalent today.

This symposium was held 16-18 Sept. 2008 at Fort Leavenworth, KS. The theme, ¿The U.S. Army and the Interagency Process: Historical Perspectives,¿ was designed to explore the partnership between the U.S. Army and government agencies in attaining national goals and objectives in peace and war within a historical context. The symposium also examined current issues, dilemmas, problems, trends, and practices associated with U.S. Army operations requiring interagency cooperation. In the midst of two wars and Army engagement in numerous other parts of a troubled world, this topic is of tremendous importance to the U.S. Army and the Nation. Charts and tables.

The Jameson Raid was a pivotal moment in the history of South Africa, linking events from the Anglo-Boer War to the declaration of the Union of South Africa in 1910. For more than a century, the failed revolution has been interpreted through the lens of British imperialism, with responsibility laid at the feet of Cecil Rhodes. Yet, the raid was less a serious attempt to overthrow a Boer government than a wild adventure with transnational roots in American filibustering. In The Cowboy Capitalist, renowned South African historian Charles van Onselen challenges a historiography of over 120 years, locating the raid in American rather than British history and forcing us to rethink the histories of at least three nations. Through a close look at the little-remembered figure of John Hays Hammond, a confidant of both Rhodes and Jameson, he discovers the American Old West on the South African Highveld. This radical reinterpretation challenges the commonly held belief that the Jameson Raid was quintessentially British and, in doing so, drives splinters into our understanding of events as far forward as South Africa’s critical 1948 general election, with which the foundations of Grand Apartheid were laid.

Since the mid-19th century, the United States has frequently employed the US Army on its southern border to perform various roles in support of the Nation--from outright war, to patrolling the border, to chasing bandits while securing persons and property on both sides of the border, and most recently to supporting civil law enforcement and antidrug efforts. Events since 9/11, such as the recent deployment of National Guard Soldiers to the Mexican border, are only the latest manifestation of this long tradition. This paper reviews the lengthy history of the US Army on the Mexican border and highlights recurring themes that are relevant to today's ongoing border security mission. Between 1846 and 1921, the US Army carried out its security missions under a variety of hardships imposed by the massive length and ruggedness of the border. The shortage of soldiers to police the new and oft-disputed border also proved especially problematic. Mexican domestic politics and US-Mexican international relations greatly affected the Army's operations. Since 1921, the Army's role has been dramatically different, ranging from noninvolvement to varied forms of support to local, state, and Federal civilian agencies. The narrative brings to light these complexities and makes for compelling reading. The ongoing, post-9/11 debate over the military's role in securing our Nation's southern border makes this paper important reading for today's soldiers. While current and future missions will not mirror those of the past, the historical record is replete with insights and lessons learned from the Army's past that are timely and relevant today.

How the US crusade against prostitution became a tool of empire Between the 1870s and 1930s, American social reformers, working closely with the US government, transformed sexual vice into an international political and humanitarian concern. As these activists worked to eradicate prostitution and trafficking, they promoted sexual self-control for both men and women as a cornerstone of civilization and a basis of American exceptionalism. Empire of Purity traces the history of these efforts, showing how the policing and penalization of sexuality was used to justify American interventions around the world. Eva Payne describes how American reformers successfully pushed for international anti-trafficking agreements that mirrored US laws, calling for states to criminalize prostitution and restrict migration, and harming the very women they claimed to protect. She argues that Americans’ ambitions to reshape global sexual morality and law advanced an ideology of racial hierarchy that viewed women of color, immigrants, and sexual minorities as dangerous vectors of disease. Payne tells the stories of the sex workers themselves, revealing how these women’s experiences defy the dichotomies that have shaped American cultural and legal conceptions of prostitution and trafficking, such as choice and coercion, free and unfree labor, and white sexual innocence and the assumed depravity of nonwhites. Drawing on archives in Europe, the United States, and Latin America, Empire of Purity ties the war on sexual vice to American imperial ambitions and a politicization of sexuality that continues to govern both domestic and international policy today.

Prior to the 1960s, the term “Buffalo Soldier” was a fairly obscure one. Then, a trickle of titles became a torrent of books, articles, novels, monuments, and expanding numbers of historic sites along with museums all of which have changed the picture. Even an occasional nod from television and movies helped transform these once relatively little-known Black U.S. Army troops into familiar figures, who have taken their place in a mythic past. Indeed, powerful imagemakers from William F. “Buffalo Bill” Cody and his Congress of Rough Riders to Frederic Remington, the dean of frontier artists, helped lionize the Black troops whose exploits brought them to the American West, Cuba, the Philippines, Mexico, Alaska, and Hawaii in the years between 1866 and 1916. Despite a significant shift in emphasis, numerous efforts treating this element of the vital, complex story of the post-Civil War U.S. Army frequently repeated earlier studies rather than added fresh perspectives. Also, the narrative typically ended with the so-called Indian Wars or Spanish American War. Many authors likewise dwelt on military operations rather than numerous other relevant contributions and activities of these men who played a role in the nation’s complex evolution during the half century after the American Civil War. Profusely illustrated with compelling images and detailed maps, along with an array of appendices, this latest addition to the Buffalo Soldier saga represents over five decades of research by military historian John P. Langellier. Further, More Work an Glory: Buffalo Soldiers in the United States Army, 1866–1916 combines the best features of prior scholarship while enhancing the scope with new or underused primary sources. The author views the subject through the broader perspectives of race. He sets the text against the backdrop of the transition of the U.S. Army from a frontier constabulary to an international power. In the process, he highlights the staggering assortment of non-military missions including assignments to national parks and forests; road building; exploration; pioneer military bicycling; duty along the explosive border between the United States and Mexico; employment as agents of law and order, along with a litany of other contributions that enhanced an impressive combat record against formidable Native Americans and others. Langellier frames the narrative within the context of continuity and change from Reconstruction in the 1860s through the early twentieth century. Above all, he focuses on the soldiers themselves to provide a human perspective as well as challenges prevalent misconceptions that often overshadow more fascinating facts.
