World events should not distract the Foreign and Commonwealth Office (FCO) from its efforts to promote a stronger bilateral relationship between the UK and Brazil. The rise of Brazil as a world power represents an opportunity for the UK, not a threat and the FCO is correct to identify Brazil's potential to be a "good news story" for the UK. The UK has taken the correct preliminary steps to strengthen the bilateral relationship. The UK's support for permanent Brazilian membership of the UN Security Council, as part of a wider UN reform is to be particularly welcomed. Brazil as a developing, democratic country can play a vital role in representing the "global South". The Government must maintain its efforts in this area. As Brazil increasingly accepts the global leadership role that its growing economy will bring, it will play a key role in the promotion of UK national interests such as energy security, the trade in narcotics and the maintenance of the environment, while the commercial opportunity that Brazil represents is a vital plank of the Government's ambition to increase trade overseas. The turning away of a Royal Navy vessel is a serious matter. The committee regrets that Brazil felt the need to refuse docking permission to HMS Clyde in January this year, and further regrets a general hardening of Brazil's position towards the Falklands. The committee is pressing for answers from the FCO as to how this situation was allowed to develop.

In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. In 1966, the UK concluded an Agreement with the United States giving it permission to use the British Indian Ocean Territory, including the island of Diego Garcia, for defence purposes for an initial period of 50 years. Unless the UK or the US takes steps to terminate the Agreement, it will automatically be extended in 2016 for a further twenty years. The disclosure in 2008 that the US had, contrary to previous statements by the FCO, used facilities at Diego Garcia in the course of rendition (the practice of sending a foreign criminal or terrorist suspect covertly to be interrogated in a country with less rigorous regulations for the humane treatment of prisoners) since 2001, dented public confidence in the UK's ability to exercise control over its sovereign territory. If the UK allows the 1966 Agreement to be extended beyond 2016, the text should be revised. It should specify that any extraordinary use of the US base or facilities, requires prior approval from the UK Government; and it should state explicitly that the British Indian Ocean Territory should not be used for rendition unless authority has first been granted by the UK Government, on a case by case basis

The FCO was timid and inconsistent in the discussions which led to the decision to award to Sri Lanka the right to host the 2013 CHOGM. It should have taken a more robust approach since, in the light of continuing human rights abuses in the country. In 2009 the FCO objected to Sri Lanka hosting the 2011 CHOGM but did not obstruct a proposal that it might do so in 2013, nor did it insist that Sri Lanka's right to host in 2013 should be conditional on improvements in human rights. The Committee took evidence from the BBC World Service on jamming and denial of access to its broadcast and internet services, particularly in Iran and China. The Committee calls on the BBC to recognise in future funding plans the need to provide the resources necessary to afford protection. All providers of satellite services have a commercial interest in defeating jamming. The report considers Government policy on human rights in Burma and concludes that the EU's decision to lift economic sanctions in April 2013 was the right one, given the remarkable progress made in Burma. But it warns that the UK should be prepared to advocate re-imposition of sanctions if undertakings on human rights are not followed through. The Government should also urge condemnation of those responsible for violence in Rakhine State in 2012. The Committee does not support suggestions that the 2014 Winter Olympic and Paralympic Games should be boycotted in protest against human rights abuses in Russia
