This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. This book will be of much interest to students of peace operations, conflict management, policing, security studies and IR in general.

This book assesses the UN Peace Operations in Haiti and establishes what lessons should be taken into account for future operations elsewhere. Specifically, the book examines the UN’s approaches to security and stability, demobilisation, disarmament and reintegration (DDR), police, justice and prison reform, democratisation, and transitional justice and their interdependencies through the seven UN missions in Haiti. Drawing on extensive fieldwork and interviews conducted in Haiti, it identifies strengths and weaknesses of these approaches and focuses on the connections between these different sectors. It places these efforts in the broader Haitian political context, emphasises economic development as a central factor to sustainability, provides a civil society perspective, and discusses the many constraints the UN faced in implementing its mandates. The book also serves as a historical account of UN involvement in Haiti, which comes at a time when the drawdown of the mission has begun. In an environment where the UN is increasingly seeking to conduct security sector reform (SSR) within the context of integrated missions, this book will be a valuable contribution to the debate on intervention, UN peace operations and SSR. UN peace operations are increasingly asked to pursue stabilization mandates with lofty expectations of being able to stabilize conflict zones, achieve national reconciliation, and rebuild state legitimacy. This book investigates the relationship between UN stabilization mandates and the concept of ‘human security’. The book is divided into three parts. Part I outlines the emergence of stabilization and other trends in peacekeeping practice and outlines an analytical framework of human security. Part II applies the analytical framework to case studies of MINUSMA, MINUSCA, and UNMISS examining issues, such as human rights, empowerment, protection, and vulnerability. In Part III the book draws out several concerns that arise from stabilization mandates, including the militarisation of UN peace operations and the consequences under international humanitarian law, the risks of close cooperation with the host state and engagement in counter-terror activities, and the potential clash between peacebuilding activities and militarisation. This book examines the operational and political challenges facing UN peace operations deployed in countries where civil war and protracted violence have given rise to the complex and distinctive political economies of conflict. The volume explores the nature and impact of such political economies – informal systems of power and influence formed by the interaction of local, national, and region-wide war economies with the political agendas of conflict actors – on the course of UN peace operations. It focuses in detail on the UN’s long-running peace operations in the Democratic Republic of Congo, South Sudan, Afghanistan, Sierra Leone, Mali, and Somalia. The book is centrally concerned with the interaction of UN missions with the power structures and local conflict dynamics that shape individual mission settings, and the challenges these pose for mediation, protection of civilians, and other tasks. It also offers a critical assessment of the various ways in which the UN ‘system’, from its headquarters in New York to the field, has confronted the policy challenges posed by political economies of conflict-affected states, societies, and regions. It advances a pragmatic set of policy recommendations aimed at improving the UN’s ability to confront predatory and exploitative war economies. At the same time, the volume makes it clear that political and institutional obstacles to more effective UN action are certain to remain profound and are unlikely ever to be fully overcome let alone eradicated. Despite making some progress since the 1990s to better understand the political economy of civil wars, the UN has struggled with how to tackle informal networks of power and their consequences for efforts to end wars. Peace operations are the UN ́s flagship activity. Over the past decade, UN blue helmets have been dispatched to ever more challenging environments from the Congo to Timor to perform an expanding set of tasks. From protecting civilians in the midst of violent conflict to rebuilding state institutions after war, a new range of tasks has transformed the business of the blue helmets into an inherently knowledge-based venture. But all too often, the UN blue helmets, policemen, and other civilian officials have been "flying blind" in their efforts to stabilize countries ravaged by war. The UN realized the need to put knowledge, guidance and doctrine, and reflection on failures and successes at the center of the institution. The United Nations peacekeeping has evolved as a practical measure for preserving international peace and security. Recent peacekeeping has two important features: the use of force which arguably exceeds self-defence on the one hand, and multifunctional operations on the other. The Security Council has started considering a wide range of factors including serious human rights violations as threats to international peace and security. Recognising the UN's principle to seek peaceful settlement which underlies the legality of peacekeeping, this research focuses on the human rights functions of multifunctional peacekeeping operations. Such functions have immense potential for enhancing conflict resolution through peaceful means. In order to illustrate these issues and the diverse practice of UN peacekeeping, the author of this book has dealt with four detailed case studies on El Salvador, Cambodia, Rwanda and the former Yugoslavia. The achievements, problems and defects experienced by different operations are analysed using the insights of the author's own experience in a peacekeeping operation.
