In this report, the CSIS International Security Program analyzes Russian undersea intentions and capabilities in the near to mid-term and the ability of NATO and partner nations to respond effectively. The assessment identifies gaps in current Western organizations, capabilities, and posture and offers recommendations as to how NATO and partner nations can meet the Russian challenge in the undersea domain.

The resurgence of Russian power in the Arctic and High North will be a key consideration for NATO planners. The Alliance’s northern flank represents both a potential vulnerability due to its relative isolation and an area in which NATO enjoys options for horizontal escalation in a conflict. Moreover, as the effects of climate change create opportunities for both navigation and resource extraction, peacetime control over the Northern Sea Route (NSR) and a contest to establish effective administrative control in this area are likely. Disagreements regarding the degree of Russia’s jurisdiction over the NSR could, for example, simmer into a form of sub-threshold competition. The purpose of this Whitehall Paper will be to examine the balance of power between NATO and Russia in this critical region in order to establish the level of ambition that the capabilities being developed by Russia can support.

The Department of Defense (DOD) faces a strategic choice: whether to focus on modernization for high-tech conflicts with China and Russia or expand forces and improve readiness to meet a superpower’s commitments for ongoing conflicts and crisis response. In their FY 2018 budgets, the services all complain that they are too small for the demands being put on them and hedge toward expanding forces and readiness. In the new DOD strategy being developed for 2019 and beyond, the services hope to pursue all three goals—expand forces, improve readiness, and increase modernization—but the fiscal future is highly uncertain, and they will likely have to make difficult trade-offs.

He explores as well the strategic maritime shifts under way from Europe to the Indian Ocean and Pacific Asia. The race for great power status and the earth’s changing landscape, Gresh shows, are rapidly transforming Eurasia and thus creating a new world order.

While the German invasion of Poland in September 1939 was a pivotal moment in European history and precipitated the outbreak of the Second World War western historiography has largely neglected Northern Europe. Two questions dominated the course of events, the Anglo-German contest for control of the access to the Atlantic Ocean and the Soviet-German contest for control of their former territories as a precursor to the future Total War they expected to wage against each other. This anthology of 23 essays considers both these issues collectively and provides a new international perspective on the region’s transition from the relative peace of the interwar era to the all out war following the German invasion of the Soviet Union in 1941. The Routledge Handbook of Great Power Competition is a comprehensive, pioneering, and interdisciplinary guide of this re-emerging field. CSIS senior adviser Mark Cancian annually produces a series of white papers on U.S. military forces, including their composition, new initiatives, long-term trends, and challenges. This report is a compilation of these papers and takes a deep look at each of the military services, the new Space Force, special operations forces, DOD civilians, and contractors in the FY 2021 budget. This report further includes a foreword regarding how the Biden administration might approach decisions facing the military forces, drawing on insights from the individual chapters.

NATO’s Northern members are increasingly concerned about Russia’s military activities. This Whitehall Paper contains perspectives from prominent authors across the region, showing how member states are responding, individually and collectively, to Moscow’s resurgence. Overall, it identifies the common but differentiated responsibility that member states have for security in the Alliance’s northern regions.

Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as an Enhanced Northern Presence.
