This book analyses the various ways counterinsurgency in Afghanistan is gendered. The book examines the US led war in Afghanistan from 2001 onwards, including the invasion, the population-centric counterinsurgency operations and the efforts to train a new Afghan military charged with securing the country when the US and NATO withdrew their combat forces in 2014. Through an analysis of key counterinsurgency texts and military memoirs, the book explores how gender and counterinsurgency are co-constitutive in numerous ways. It discusses the multiple military masculinities that counterinsurgency relies on, the discourse of ‘cultural sensitivity’, and the deployment of Female Engagement Teams (FETs). Gendering Counterinsurgency demonstrates how population-centric counterinsurgency doctrine and practice can be captured within a gendered dynamic of ‘killing and caring’ – reliant on physical violence, albeit mediated through ‘armed social work’. This simultaneously contradictory and complementary dynamic cannot be understood without recognising how the legitimation and the practice of this war relied on multiple gendered embodied performances of masculinities and femininities. Foreword This manual takes a general approach to COIN. The Army recognizes that every insurgency is contextual and presents its own set of challenges. You cannot fight the Taliban the way you would fight the former Soviet Union; the application of principles and fundamentals to deal with each vary considerably. Nonetheless, all insurgencies, even today’s highly adaptable strains, remain wars amongst the people, employ variations of standard themes, and adhere to elements of a recognizable revolutionary campaign plan. This manual therefore addresses the common characteristics of insurgencies. It strives to provide those carrying out a counterinsurgency campaign a solid foundation on which to build in seeking to understand and address specific insurgencies. A counterinsurgency campaign is, as described in this manual, a mix of offensive, defensive, and stability operations, conducted along multiple lines of operation. It requires Soldiers to employ a mix of both familiar combat tasks and skills more often associated with nonmilitary agencies, with the balance between them varying depending on the local situation. This is not easy. Leaders at all levels must adjust their approach constantly, ensuring that their elements are ready each day to be greeted with a handshake or a hand grenade, to be nation builders as well as warriors, to help reestablish institutions and local security forces, to assist in the rebuilding of infrastructure and basic services, and to facilitate the establishment of local governance and the rule of law. The list of such tasks is a long one and involves extensive coordination and cooperation with a myriad of intergovernmental, indigenous, and international agencies. Indeed, the responsibilities of leaders in a counterinsurgency campaign are daunting – and the discussions in this manual endeavor to alert them to the challenges of such campaigns and to suggest general approaches for grappling with those challenges. Conducting a successful counterinsurgency campaign thus requires a flexible, adaptive force led by agile, well-informed, culturally astute leaders. It is our hope that this manual provides the necessary guidelines to succeed in such a campaign, in operations that inevitably, are exceedingly difficult and complex. Our Soldiers deserve nothing less.

Counterinsurgency, the violent suppression of armed insurrection, is among the dominant kinds of war in contemporary world politics. Often linked to protecting populations and reconstructing legitimate political orders, it has appeared in other times and places in very different forms – and has taken on a range of politics in doing so. How did it arrive at its present form, and what generated these others, along the way? These military theoretical and instructional texts, and the practitioners who produced them, made counterinsurgency possible in practice. By interrogating these processes, this book explains how counter-insurrectionary war eventually took on its late twentieth and early twenty-first century forms. It shows how and why counterinsurgent ideas persist, despite recurring failures.

This edited collection examines the British ‘way’ in counter-insurgency. It brings together and consolidates new scholarship on the counter-insurgency associated with the end of empire, foregrounding a dark and violent history of British imperial rule, one that stretched back to the nineteenth century and continued until the final collapse of the British Empire in the 1960s. The essays gathered in the collection cover the period from the late nineteenth century to the 1960s; they are both empirical and conceptual in tone. This edited collection pivots on the theme of the nature of the force used by Britain against colonial insurgents. It argues that the violence employed by British security forces in counter-insurgency to maintain imperial rule is best seen from a maximal perspective, contra traditional arguments that the British used minimum force to defeat colonial rebellions. Case studies are drawn from across the British Empire, covering a period of some hundred years, but they concentrate on the savage wars of decolonisation after 1945. The collection includes a historiographical essay and one on the ‘lost’ Hanslope archive by the scholar chosen by the Foreign and Commonwealth Office to manage the release of the papers held.
