The concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government. The colonial legacy of British administrative system had its impact on centralization. Secrecy, elitism, rigidity, and social isolation is common to all South Asian countries. The post-colonial administrative system is built upon pre-colonial administrative traditions throughout the region. These countries can learn from each other’s experiences. They need to develop an indigenous model to find pragmatic solutions to the challenges of good governance. This book argues that countries in South Asian can achieve good results through good governance if they develop and adopt an indigenous model rather than simply borrowing models and ideas from the West. The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas?One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

Across South Asia in the last two decades, there has been widespread emphasis on governance reforms aiming to reduce poverty through Millennium Development Goals (MDGs). The recent development agenda has had great impact over the region , and this book finds that it largely widens the gap between the rich and poor, which combined with rising inflation, contributes to political instability. The book analyses the discourses of development agenda and governance crisis and provides a survey of the region by not only focusing on India, Pakistan and Bangladesh but also on the smaller countries in the region, such as Bhutan. Explaining three components of the development agenda as criteria for economic development – poverty reduction, governance reforms and civil society participation through liberal democracy – this book explores the consequences of the neo-liberal democracy and recent development agenda coupled with governance reforms. This work argues that the political economy of South Asia is largely derived from experiences of historical colonialism and recent changes driven by contemporary rise of India as a global power after the triumph of new-liberal democracy and market capitalism in the post-cold war era. It proposes a strengthening of the instruments of endogenous governance and people's participation in South Asian countries to reduce poverty through MDGs and other development goals in combination with top-down and bottom up approaches. Globalization has significantly redefined the nature of governance in the water sector. Non-state actors—multilateral and transnational donor agencies and corporations, non-government organizations, markets, and civil society at large—are assuming a bigger role in public policy-making for water resource management. New discourses on neoliberalism, integrated water resource management (IWRM), public–private partnerships, privatization, and gender equity have come to influence water governance. Drawing upon detailed case studies from India, Bangladesh, Nepal, Sri Lanka, and Bhutan, this volume shows the implications of these new global paradigms for water allocation and management practices, institutions and governance structures in South Asia. It suggests that, despite claims to the contrary, they have done little to further human well-being, reduce gender disparity, or improve accountability and transparency in the system. Steering away from blueprint approaches, it argues for a more nuanced and contextual understanding of water management challenges, based on local knowledge and initiatives. This book aims to explore the ways in which non-state actors (NSAs) in South Asia ' media actors, epistemic communities, non-governmental organisations (NGOs), civil society groups and others ' are involved in securitising non-traditional security challenges in the region at the domestic and regional levels.

This edited volume explores the state of inclusive governance in South Asia. It particularly examines the nature and scope of inclusiveness noticed in the parliament and civil service in Bangladesh, India, and Nepal, and the judiciary in Bangladesh. Where previous literature has stressed the need for the inclusion of external stakeholders, this volume highlights the importance of the involvement of internal stakeholders. This includes ‘insiders’ such as opposition members and government backbenchers in parliament and specialists in the civil service. The main emphasis is on identifying the extent to which insiders in different institutions have the scope to participate in the governing process. Furthermore, this volume also seeks to assess the implications of inclusiveness/exclusiveness for democratic governance. By exploring the link between inclusiveness and accountability, its contributors are able to draw out the strengths and weaknesses of the existing mechanisms of accountability, particularly social accountability. This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. This important volume advocates a pro-poor growth strategy where the poor also participate directly as subjects in development. The contributors maintain that a critical element in this process is social mobilization where organizations of the poor work in partnership with a restructured state and a socially responsible private sector.
