Understanding NATO in the 21st Century enhances existing strategic debates and clarifies thinking as to the direction and scope of NATO’s potential evolution in the 21st century. The book seeks to identify the possible contours and trade-offs embedded within a potential third "Transatlantic Bargain" in the context of a U.S. strategic pivot in a "Pacific Century". To that end, it explores the internal adaptation of the Alliance, evaluates the assimilation of NATO's erstwhile adversaries, and provides a focus on NATO’s operational future and insights into the new threats NATO faces and its responses. Each contribution follows a similar broad tripartite structure: an examination of the historical context in which the given issue or topic has evolved; an identification and characterization of key contemporary policy debates and drivers that shape current thinking; and, on that basis, a presentation of possible future strategic pathways or scenarios relating to the topic area. This book explores ‘lessons learned’ from the military intervention in Libya by examining key aspects of the 2011 NATO campaign. NATO’s intervention in Libya had unique features, rendering it unlikely to serve as a model for action in other situations. There was an explicit UN Security Council mandate to use military force, a strong European commitment to protect Libyan civilians, Arab League political endorsement and American engagement in the critical, initial phase of the air campaign. Although the seven-month intervention stretched NATO’s ammunition stockpiles and political will almost to their respective breaking points, the definitive overthrow of the Gaddafi regime is universally regarded as a major accomplishment. With contributions from a range of key thinkers and analysts in the field, the book first explains the law and politics of the intervention, starting out with deliberations in NATO and at the UN Security Council, both noticeably influenced by the concept of a Responsibility to Protect (R2P). It then goes on to examine a wide set of military and auxiliary measures that governments and defence forces undertook in order to increasingly tilt the balance against the Gaddafi regime and to bring about an end to the conflict, as well as to the intervention proper, while striving to keep the number of NATO and civilian casualties to a minimum. This book explores the evolution and future relevance of NATO from the perspective of the member-states. Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others’ behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. The chapters presented here are built on a dual approach: on the one hand, they look at the place the Alliance occupies in the domestic public debate and the strategic culture of specific member states; on the other, they analyze how each of these countries contributes to NATO’s operations and what interests and visions they share for the Alliance’s future.
