This book is a narration of the prevailing socio-economic environment in South Africa. A background is given on how this environment evolved. More than two decades into democracy, the third largest economy in Africa is failing to offer economic independence to its indigenous citizens. It is quite concerning that the economy is creating billionaires by the day whilst the majority of the population is wallowing in poverty. The book discusses how this environment can be changed. A few practical examples are also used to justify assumptions made. This book assesses the institutional, technical and market constraints as well as opportunities for smallholders, notably, emerging farmers in disadvantaged areas such as the former homelands of South Africa. Emerging farmers are previously disadvantaged black people who started or will start their business with the support of special government programs. Public support programs have been developed as part of the Black Economic Empowerment strategy of the South African government. These programs aim to improve the performance of emerging farmers. This requires, first and foremost, upgrading the emerging farmers skills by providing access to knowledge about agricultural and entrepreneurial practices. To become or to remain good farmers they also need access to suitable agricultural land and sufficient water for irrigation and for feeding their cattle. Finally, for emerging farmers to be engaged in viable farming operations, various factors need to be in place such as marketing and service institutions to give credit for agricultural inputs and investments; input markets for farm machinery, farm implements, fertilizers and quality seeds; and accessible output markets for their end products. This book develops a policy framework and potential institutional responses to unlock the relevant markets for smallholders.

While a life in academia is still one bestowed with enormous privilege and opportunity, on the inside, its cracks and fragility have been on display for some time. We see evidence of this in researchers bemoaning time spent applying for grants rather than doing research; teachers frustrated at the ways student feedback data are deployed to feed judgements about them; and doctoral students realising that they have little chance of securing full-time academic work. Yet in the public policy domain, the opposite appears true: academics left to their own devices in their elite ivory towers, rarely ever do enough. This collection addresses the fact that academic life deserves to be rigorously researched. Its emphasis on the measured university traces how academic life had ceded itself to the logics of perverse measures, and raises questions about whether the contemporary university may well have become too measured to adequately counter the political times now upon us. The contributors explore the ways in which measurement inhabits paradoxical positions in these spaces. It sketches the contours and consequences of mismeasurement, including the personal costs to academic staff. It examines our desires and fumbled efforts at institutional transformation, and it puts on display our own ethical conduct. The collection concludes with a call to chart a course for a revitalized moral economy of academic labour. South Africa is an example of a relatively successful political transition. Nevertheless, the first democratic elections in 1994 did not change the systemic and structural inequalities, the socio-economic legacies of discrimination or the alienation of the different population groups. At the centre of this study is the transformation potential of two formerly white neighbourhoods in Johannesburg – Norwood and Orange Grove. Both neighbourhoods have experienced considerable demographic changes and the various population groups differ in terms of their expectations and their willingness to adjust to the changes provoked by the transition. At the local level, patterns of discrimination and oppression continue. Spaces, opportunities and leverage of social networks engaged in the community are influenced by the resources people are able to access. Moreover, cooperation is contested in a context of pervasive inequality because there is no incentive for privileged groups to change arrangements that benefit them. In this context of conflicting interests and unequal access to power and resources, decentralisation and the promotion of participatory structures in local communities are a problem and the reliance on local networks as agents of development is questionable.

This book charts the key issues that are involved in reforming higher education to meet new global challenges. It draws on a team of distinguished international researchers from North America, Africa, Australia and Europe who consider particular topics: the reform of governance and finance, the funding of higher education, managerialism, accreditation and quality assurance, the use of performance indicators, faculty roles and rewards, and the cultural, social and ethical dimensions of change.

Black Economic Empowerment (BEE) policies have been a central pillar of attempts to overcome the economic legacy of apartheid. Yet, more than two decades into democracy, economic exclusion in South Africa still largely re?ects the fault-lines of the apartheid era. Current discourse often con?ates BEE with the so-called tenderpreneurship referred to in the title, namely the reliance of some emergent black capitalists on state patronage. Authors go beyond this notion to understand BEEs role from a unique perspective. They trace the history of black entrepreneurship and how deliberate policies under colonialism and its apartheid variant sought to suppress this impulse. In the context of modern South Africa, authors interrogate the complex dynamics of class formation, economic empowerment and redress against the backdrop of broader macroeconomic policies. They examine questions relating to whether B-BBEE policies are informed by strategies to change the structure of the economy. These issues are explored against the backdrop of the experiences of other developing countries and their journeys of industrialisation. The relevant black empowerment experiences of countries such as the United States are also discussed. The authors identify policy and programmatic interventions to forge the non-racial future that the constitution enjoins South Africans to build.

Are artists seismographs during processes of transformation? Is theatre a mirror of society? And how does it influence society offstage? A new history of South Africa that examines today's post-apartheid society through the lens of its earlier history

This book analyses the decline of the ANC in Nelson Mandela Bay, the economic hub of the Eastern Cape, also known as the party's heartland. Over the course of last twenty-four years, party dominant dilemmas have plagued the ANC in the Nelson Mandela Bay. This includes corruption, political factionalism, blurring the line between party and state, as well as engaging in spoils politics. While this metro had encapsulated the 'Dream of '94' since the inception of democracy in South Africa, weak quality of governance, lack of political efficacy, and mediocre, if not anorexic, service delivery effectively led to the ANC losing this symbolically important metropolitan municipality. With the loss of Nelson Mandela Bay, voters effectively demonstrated that they are no longer willing to accept the liberation narrative and elusive promise of a better tomorrow. The ANC can no longer rely on the political capital of the liberation struggle in securing and maintaining its electorally dominant position. The loss of Nelson Mandela Bay, coupled with Johannesburg and Tshwane, could potentially signal the end of ANC electoral dominance. The author tracks the electoral decline of the ANC and analyses the dynamics that impact on its ability to potentially sustain its political and electoral dominant position in future elections.

The African National Congress is light years beyond the liberation movement of old. It remains a juggernaut, but its control and dominance are no longer watertight. The ANC lives the contradictions of weaknesses, cracks and factions while retaining its colossal status. As a party-movement it draws on its liberation credentials, and extracts immense power from its deep anchorage in South Africa’s people. It is immersed in electoral politics that marks the state of its overwhelming power cyclically. As government the ANC is the object of protest, but not protest designed to bring the ruling party to its knees. The ANC is in command of the state, yet fails to definitively counter the deficits that make South Africa’s democracy seem so diluted. Its incredulous and thus far trusting supporters condemn but only rarely punish deployees who do not ‘pass through the eye of the needle’. The ANC and the Regeneration of Political Power unpacks these contradictions. It focuses on four faces of the ANC’s political power – the organisation, the people, political parties and elections, and policy and government – and explores how the ANC has acted since 1994 to continuously regenerate its power. By 2011-12 the power configurations around the ANC were converging to a conjuncture holding vexing uncertainties. This book presents insights into how South African politics – in many ways synonymous with the politics of the ANC – is likely to unfold in years and possibly decades to come.
