This report provides a summary of the Antimoney Laundering and Combating the Financing of Terrorism (AML/CFT) measures in effect in the Union of the Comoros on the date of or shortly after the onsite visit. It describes and analyzes these measures, indicates the level of the Union of the Comoros’s compliance with the 40 + 9 Financial Action Task Force (FATF) Recommendations, and makes recommendations on measures to be taken to strengthen certain aspects of the system. The authorities agreed with the mission that the Comoros is a potential transit point for international terrorism.

Comoros is a small, fragile island state facing significant development challenges, balance of payments needs, a high risk of debt distress, vulnerabilities in the banking system, and governance weaknesses. In recent years, the country was hit by successive shocks including Cyclone Kenneth in 2019, the COVID-19 pandemic in 2020- 21, and fallout from the war in Ukraine in 2022. Two rounds of emergency support under the RCF/RFI of SDR 8.9 million each were approved in July 2019 and April 2020. A Staff Monitored Program (SMP), approved in September 2021, ended with broadly satisfactory performance, helping to establish a track record of policy implementation towards an Extended Credit Facility (ECF) arrangement. Policies under the SMP aimed to address the impact of the COVID-19 pandemic, reduce economic risks, and begin reforms to tackle sources of fragility.

The dominant role of remittances in Comoros's economy presents policymakers with important challenges and opportunities. Fiscal decentralization is a pillar of national reconciliation in Comoros. To make decentralization work better, more revenue and expenditure responsibilities could be devolved to the islands. The paper also presents statistical data on gross domestic product, indicators of tourism, consolidated government financial operations, breakdown of staffing levels, summary statement of banks, balance of payments, payment arrears and service payments, summary of the tax system, and other economic indices.

KEY ISSUES • The Comorian economy continues to grow although at a slightly slower pace. Economic growth in 2014 is projected at 3.3 percent, adversely affected by electricity disruptions and slower-than-expected implementation of the public investment program. Inflation has remained subdued. Staffs’ baseline assumption is that real GDP growth will average around 4 percent per annum over the medium term, provided reforms are implemented. • Implementation of the 2014 budget was challenging, particularly after mid-year. While revenues were broadly on target, resources were inadequate to meet the higher- than-budgeted wage bill resulting from an increase in teacher salaries in March and previously un-budgeted expenditures, including on elections. Domestically-financed investment spending was severely constrained and temporary arrears were incurred on salaries and external debt. • The key short-term challenge is to find a better balance between available resources and expenditures so that arrears can be avoided. Spending plans need to be based on realistic expectations of the resources likely to be available. The 2015 budget is premised on this principle but the scope for domestically-financed investment is inadequate as obligatory spending on wages and salaries and debt service absorbs most of domestic revenue. • For the medium-term the key challenges are to create fiscal space for infrastructure investment and social spending, accelerate inclusive growth and employment generation, and reduce poverty. The authorities need to focus their efforts on strengthening revenue administration and public financial management to expand fiscal space and improve transparency. Weaknesses in the business environment, including inadequate infrastructure, especially in the energy sector, and difficulties in contract enforcement represent important challenges.

This paper examines Comoros’ weak domestic revenue and volatile windfall revenues. Weak revenue mobilization and the reliance on volatile one-off windfall gains remains a significant development challenge for Comoros. Weak revenue mobilization not only makes it more difficult for Comoros to finance its significant development needs, but also increases the budget’s reliance on uncertain and volatile one-off revenue streams. Sustainably improving revenue mobilization based on realistic and attainable budgetary targets, is key for financing Comoros’ medium to long-term development goals without endangering debt sustainability. Broadening the tax base and thereby increasing the tax ratio to develop more predictable budgetary financing sources will aid execution of Comoros’ ambitious investment program that underpins the country’s development strategy.

Comoros is a small, fragile island state (population: 850,000) with persistently low and shock-prone growth. The last Article IV Consultation (completed in early 2020) assessed Comoros’ fragility as arising from two vicious circles: economic fragility manifests in low fiscal revenue, insufficient government investment in human and physical capital, and pronounced vulnerability to shocks; while institutional fragility manifests in governance challenges, low government implementation capacity, and a weak judicial system. The circles feed into each other, undermining economic performance and stability. Overcoming fragility requires breaking both circles.

First Review Under the Staff-Monitored Program and Request for Extension; and Staff Report

Based on an ethnographic study of mobilisations of the Comorian diaspora in Marseille during political and cultural events, the book examines communitarisation in relation to three thematic areas, namely spaces, cultural markets and local politics. Drawing on Foucault’s concept of the dispositif, the author analyses mobilisations of postcolonial diaspora as part of a dispositif of communitarisation, that is, a set of discourses, practices, institutions and subjectivations of diasporic community. She argues that constructions of ‘community’ are both shaped by and shape ethnicised biopolitics, expressed by modes of governing diasporic groups along ethnicised divisions and a marking of ethnicised communities as the Other of the French Republic. The performativity of a Comorian community brought into being through political, cultural, economic and customary practices also shows how Comorian communities govern themselves along ethnicised categories, at the intersection with generation, gender, age classes, locality and class. Communitarisation processes as part of ethnicised (self-)governing reveal postcolonial power relations in France as well as practices of negotiation and contestation on the part of Comorian communities. This book will be of interest to scholars in the fields of critical diaspora studies, critical ethnography, discourse and dispositif analysis, postcolonial politics, and the African diaspora.
