In seeking to examine whether peacekeeping fundamentally changed between the Cold War and post-Cold War periods the author concludes that most peacekeeping operations were flawed due to the failure of UN members to agree upon various matters such as achievable objectives, provision of necessary resources and unrealistic expectations.

Small and developing states make up the majority of participants in United Nations Peacekeeping Operations (UNPKO), and Malaysia is one of these. The numerous previous studies on Malaysia’s UNPKO are primarily historical narratives which focus on practical, policy-related issues and due process, making no attempt to synchronize the nexus between theory and policy analysis. Nor do they cover the theoretical aspect which can operationalize and address the question of the roles played by Malaysia’s domestic actors (foreign policy executives, legislature, military, media, public opinion) in the respective decision-making processes as well as those of external level, such as international power politics and geopolitical considerations. In other words, they are predominantly a historical narrative of only several Malaysia’s UNPKO. This book fills the critical gap. It deliberates on the respective national and international decision-making processes, especially from the Malaysian point of view, and analyses the theoretical and practical impacts of Malaysia’s UNPKO in understanding international politics. Apart from providing a well-researched account of Malaysia’s UNPKO across the globe for 50 years, i.e. 1960-2010, this book examines the determinants by using qualitative data, particularly key-informant interviews and documentary analysis. Thus, while most studies of Malaysia’s UNPKO single out domestic imperatives as the most vital determinant, this book, on the contrary, comprehensively identifies the prevailing world security order as the most important determinant influencing Malaysia’s UNPKO, followed by the domestic ones.

This book focuses on explaining peacekeeping commitment decisions at the nation-state level, filling a gap in the peacekeeping scholarly literature on the political dynamics of peacekeeping decisions.

The United Nations faced unprecedented opportunities and heightened expectations when the Cold War ended in 1990. By the time of the UN's fiftieth anniversary in 1995, the mood had shifted. In this important, controversial, and at times troubling book, Sandra Whitworth looks behind the rhetoric to investigate from a feminist perspective some of the realities of military intervention under the UN flag. Whitworth contends that there is a fundamental contradiction between portrayals of peacekeeping as altruistic and benign and the militarized masculinity that underpins the group identity of soldiers. Examining evidence from Cambodia and Somalia, she argues that sexual and other crimes can be seen as expressions of a violent hypermasculinity that is congruent with militarized identities, but entirely incongruent with missions aimed at maintaining peace. She also asserts that recent efforts within the UN to address gender issues in peacekeeping operations have failed because they fail to challenge traditional understandings of militaries, conflict, and women. This unsettling critique of UN operations, which also investigates the interplay between gender and racial stereotyping in peacekeeping, has the power to change conventional perceptions, with considerable policy implications.

Using a unique application of Third World Approaches to International Law (TWAIL), this book provides a critical, interdisciplinary, examination of the contemporary practice of UN peacekeeping. Is peacekeeping intervention? Since its conception in the mid-1950s, peacekeeping has significantly evolved from traditional, lightly armed, passive operations to robust, multi-dimensional stabilisation peacekeeping operations. This raises questions as to whether this is simply a natural evolution of peacekeeping or whether it marks an expansion of the concept beyond its boundaries, pushing it into the realm of peace enforcement or intervention. In response, this book examines the frameworks which govern UN peacekeeping and seeks to understand the relationship between peacekeeping and the principle of non-intervention. Providing practical examples from the United Nations’ operations in the Democratic Republic of the Congo and drawing upon interviews with key international actors including UN personnel, the book explores the boundaries of peacekeeping, contending that peacekeeping, at times, becomes a form of intervention. The United Nations peacekeeping has evolved as a practical measure for preserving international peace and security. Recent peacekeeping has two important features: the use of force which arguably exceeds self-defence on the one hand, and multifunctional operations on the other. The Security Council has started considering a wide range of factors including serious human rights violations as threats to international peace and security. Recognising the UN's principle to seek peaceful settlement which underlies the legality of peacekeeping, this research focuses on the human rights functions of multifunctional peacekeeping operations. Such functions have immense potential for enhancing conflict resolution through peaceful means. In order to illustrate these issues and the diverse practice of UN peacekeeping, the author of this book has dealt with four detailed case studies on El Salvador, Cambodia, Rwanda and the former Yugoslavia. The achievements, problems and defects experienced by different operations are analysed using the insights of the author's own experience in a peacekeeping operation.
