Volume VI is the sixth substantive volume to be published in the series. It deals with the work of the First Committee at the Third UN Conference on the Law of the Sea, namely the international seabed area. The volume thus embraces the deep seabed mining regime set out in Part XI of the 1982 Convention on the Law of the Sea together with the 1994 Agreement on its implementation. Completion of this commentary was delayed first by the consultations and negotiations that commenced in 1990 and led to the 1994 Agreement and the entry into force of the Convention. It was further delayed until the Assembly of the International Seabed Authority approved the detailed mining regulations in 2000. This book examines UN naval peace operations, addressing the construction and assessment of authority with respect to a range of acts essential to the conduct of such operations. The focus is particularly upon operations as they relate to and impact upon the Territorial Sea. Within a conceptual approach emphasising the interaction of power and legitimation in the construction of authority, naval peace operations issues such as Innocent Passage, interdiction operations, and transitional administration are considered. The book concludes by proposing a conceptually and operationally sensitive approach to constructing authority for the conduct of UN naval peace operations in the Territorial Sea.

Volume eight comprises topics like the United Nations system of the use of force; the U.S. bilateral non-surrender agreements in relation to the ICC; developing countries, non-traditional intellectual property rights and the WIPO; and fact-finding by UN human rights complaints bodies.

These commentaries are based almost entirely on the formal and informal documentation of the Third United Nations Conference on the Law of the Sea (UNCLOS III, 1973-1982), coupled, where necessary, with the personal knowledge of editors, contributors, or reviewers, many of whom were principal negotiators or UN personnel who participated in the Conference.

This new study questions whether peacekeeping fundamentally changed between the Cold War and Post-Cold War periods. Focusing on contrasting case studies of the Congo, Cyprus, Somalia and Angola, as well as more recent operations in Sierra Leone and East Timor, it probes new evidence with clarity and rigour. The authors conclude that most peacekeeping operations - whether in the Cold War or Post-Cold War periods - were flawed due to the failure of the UN member states to agree upon achievable objectives, the precise nature of the operations and provision of the necessary resources, and unrealistic post-1989 expectations that UN peacekeeping operations could be adapted to the changed international circumstances. The study concludes by looking at the Brahimi reforms, questions whether these are realistically achievable and looks at their impact on contemporary peace operations in Sierra Leone, East Timor and elsewhere.
