The consortium of the EGOPRISE project consists of 22 partner institutions from eight countries around the Baltic Sea Region who all contributed to the achievements in this project. In a knowledge-based economy, universities are vital institutions. This volume explores the roles that universities can play in peripheral regions, contributing to processes of regional economic development and innovative growth. Including a series of case studies drawn from Portugal, Norway, Finland, the Czech Republic, Estonia and the Dutch-German border region, this will be the first book to offer a comprehensive comparative overview of universities in European economically peripheral regions. These proceedings represent the work of researchers participating in the 11th International Conference on Intellectual Capital, Knowledge Management & Organisational Learning - ICICKM 2014, which this year is being held at The University of Sydney Business School, The University of Sydney, Australia. Databases and information systems are the backbone of modern information technology, and are crucial to the IT systems which support all aspects of our everyday life; from government, education and healthcare, to business processes and the storage of our personal photos and archives. This book presents 27 of the best revised papers selected from the 43 papers accepted following stringent peer review for the 2012 International Baltic Biennial Conference on Databases and Information Systems (Baltic DB&IS 2012), held in Vilnius, Lithuania, in July 2012. An absorbing and thought-provoking read.Õ Ð Jacqueline OÕReilly, University of Brighton, UK After a first series of policy responses to the 2008Ð09 crisis aimed at sustaining domestic demand through expansionary anti-crisis packages, most European governments Ð starting with Greece, Ireland, Bulgaria and Romania, and followed by many others Ð have since put in place a series of restrictive budgetary policies aimed at reducing their budget deficits. With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. These reforms have given rise to waves of protest throughout Europe. The goal of this volume is to study this Ôpublic sector shockÕ. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. The authors explore a number of questions, including: what types of reform have been implemented in the public sector and what are their implications in both the short and long term? On the economic side, what will be the impact on wages, and on job quantity and quality? On the social side, what will the effects be on inequality and social cohesion? And what will be the outcome for, and potential role of, social partners and social dialogue? On the basis of a comparative and comprehensive assessment, illustrated by case studies in education, health and public administration, policy issues are discussed with the aim of finding the right mix of public sector reforms.

More than ever, international security and economic prosperity depend upon safe access to the shared domains that make up the global commons: maritime, air, space, and cyberspace. Together these domains serve as essential conduits through which international commerce, communication, and governance prosper. However, the global commons are congested, contested, and competitive. In the January 2012 defense strategic guidance, the United States confirmed its commitment “to continue to lead global efforts with capable allies and partners to assure access to and use of the global commons, both by strengthening international norms of responsible behavior and by maintaining relevant and interoperable military capabilities.” In the face of persistent threats, some hybrid in nature, and their consequences, Conflict and Cooperation in the Global Commons provides a forum where contributors identify ways to strengthen and maintain responsible use of the global commons.
