This book provides a detailed history of the founding and early activities of the American Association of University Professors set into the broader societal and intellectual circumstances that affected its initial development. Key to the story, of course, is the influential work of Arthur O. Lovejoy at Johns Hopkins and John Dewey at Harvard in establishing this national association and very early professional trade union. The professionalization of the faculty, which accompanied the development of the American research university, identified academic freedom as a central element of professional autonomy. This book examines the transformative power and the limitations of one of Europe’s most significant university reforms from an ethnographic and historical perspective. It incorporates voices positioned across university and policy-making hierarchies in its analysis of how Danish universities have been transformed. To do this, the book continually juxtaposes two meanings of ‘enactment’: a top-down view based on laws and institutional power, and a bottom-up view of multiple actors shaping their institution in day-to-day life and in actively contested changes. By conceiving of the university as ‘enacted’ in both ways at once, the book explores how and why the university comes to be imagined and instantiated in new ways. The book traces the arguments for reform through a two-decade long, dynamic struggle between international forums and national industrial, political and academic interests over the definition of the university. It discusses which ideas finally became dominant and how this happened. It looks at government reforms from 2003 onwards, and, by means of notable ‘telling moments’, explains how the governance and management of the university were transformed. It examines how academics found room to manoeuvre between contesting discourses that affect their identity and work. Finally, it shows how students engaged with new versions of historical debates about their participation in shaping their own education, their institution and society.

This book is a case study of policy translation at an elite Japanese university. Through an analysis of the implementation of government-funded reform policies, Black investigates the role of the university in society, the youth-to-work transition, and systems of organisational management operative at the university. Black was present throughout the initial adoption phase of the Super Global project, a policy project implemented at an elite Japanese university, the University of Tsukuba. Aligned with a basic critical realist perspective, the different components of his research are integrated in four levels of analysis: the macro level of policy, the organisation level of the university, the departmental level of the English Section, and the individual level of the student. The analysis and the different sources of data look at internal structures of the organisation and try to understand what the mechanisms of policy translation operative are in the integrated and overlapping complexity of the four levels of analysis. At the core of the research is the objective of understanding why things are as they are. The main theories to emerge from the case study serve to inform the judgements and decisions of practitioners or policy makers in this area. It is a telling case for internationalisation-focused education reform policy in Japan.

The university reforms that took place in Europe throughout the 18th century were an important moment of change in the history of these institutions. In the Iberian Peninsula, this wave of reforms left its mark in Coimbra and Salamanca (later reaching the other Spanish universities). Portugal and Spain were no strangers to the motivations and even to the general lines of this wave of reforms. Inseparable from the ideas of the Enlightenment, and with a clear will to combat the backwardness and decadence of these institutions, rather ambitious projects emerged, albeit in different degrees. Coimbra faced a rather disruptive initial situation while in Salamanca later plans (1807, for example) proved to be quite ambitious as well. All having a mandatory nature, it would not be correct to say that these Universities did not participate in these processes of reform. Individually or on behalf of collective bodies, several initiatives and proposals emerged during this period in both Universities. In addition, the participation of professors in the statutes and plans that were launched since 1771 is recurrent. Beyond this aspect, it will not be forced to state that the curricular aspect was the most significant mark of these reforms. Thus, we chose to study in a comparative way subjects that sought to explain the concept of nature and its products. With the clear objective of preparing a body of technicians capable of providing a rational and effective exploitation of the various natural products, the faculties of mathematics and philosophy emerged. In the case of medicine, natural products were essential to produce medicines and in this sense the reform of this knowledge brought, among other changes, matters linked to pharmaceutical studies. In the area of law, a relevant introduction was natural law. The perception of natural law was not similar in both countries, and an evident consequence was the greater instability of this chair in Salamanca. Inseparable from the curricular aspects was the adoption of foreign compendia and the encouragement given to the teachers to write their own textbooks. The adoption of textbooks was quite similar, and clearly shows us the lines that reformers sought to follow to modernize these university institutions.

This book examines governance reforms in higher education in six European countries: Austria, Denmark, Finland, France, the Netherlands, and Portugal. It focuses in particular on the governance of the systems and institutions in these countries. The book shows that each of the national reform processes has been characterised by its own specific pathways embedded in the country’s specific socio-economic contexts and cultures, but also has a number of features in common with the other countries and processes. The first chapter of the book presents a conceptual framework to analyse the reform processes as an ’implementation game’ played by several actors with diverse interests. The second chapter describes the national reform processes of the six selected countries, giving a voice to the individual university rectors and officials who played an important role during the reform processes. Their stories constitute a vivid narrative of the government drivers of reform and of the rationales of the institutions as main partners in the reform processes. These narratives are analysed, complemented by, and contrasted with a review of the literature on the subject in the third chapter. The final chapter consist of concluding remarks and lessons learned.
