This report draws lessons to date from recent international experience in applying public financing instruments to unlock commercial financing to scale-up clean energy in East Asia. It addresses the following issues: when to use public financing instruments; which instrument to select; and how to design and implement them most effectively.

This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. This book addresses this situation by asking questions such as: • What is the central role of private finance in achieving the Paris Agreement targets? • What key policy levers and risk mitigation can governments use in an effort to unlock the potentials of private capital? • How can regionally coordinated actions hold significant promise for scaling up private investments?

Thailand has had a remarkable economic development trajectory over the past 60 years and foreign direct investment (FDI) has been pivotal in this success. Thailand was one of the first movers in opening up to manufacturing FDI and in establishing proactive investment promotion and facilitation policies.

At the outset, the subregions of East and North-East Asia are more dissimilar than similar, with different stages of development, economic structure and size, political systems and culture. Due to these differences and long standing historical and geopolitical tensions, institutionalized regionalization has not made much progress. Yet, there are increasing interactions, both officially and at the grassroots level, reflecting the growing importance and interdependence within this group of countries. From an economic standpoint, regional integration is more likely to be successful when countries have complementarities in factor endowments that can be shared to mutual benefit. This publication looks into how greater cooperation and integration could offer solutions to not only the old problems of poverty and political instability facing the subregion but also the new challenges posed by economic growth such as emerging income gaps, environmental degradation, urbanization and congestion and various social issues.

This report, developed by the United Nations Economic and Social Commission for Asia and the Pacific in cooperation Asian Development Bank, offers an evidence-based look at progress at the regional and country level, providing an overview of long-term trends since 1990, and focuses on progress achieved in the most recent period, 2012-2014. Furthermore, it examines the key drivers behind progress, as well as identifies major challenges to achieving energy access, efficiency, and renewable energy objectives. Evidence is drawn from the Global Tracking Framework (GTF) data, as well as other international sources to provide a comprehensive view of progress in light of regional and national contexts. A strong focus is also placed on examining national policy frameworks and offering case studies to illustrate national approaches to common challenges faced by countries advancing the sustainable energy agenda.

Unlocking the Potential of Regional Economic Cooperation and Integration in South Asia

Energy efficiency is widely viewed as one of the most effective ways to achieve multiple economic, social and environmental benefits and is at a core of making significant progress towards Sustainable Development Goals (SDGs) and the Paris Climate Agreement. This publication presents the outcome of a survey among the energy efficiency practitioners on the challenges and solutions for overcoming barriers to energy efficiency investments. The primary geographic focus is the UNECE region comprising 56 member States from Western Europe (members and non-members of the European Union), North America (Canada and the United States), South-East Europe, Eastern Europe, the Caucasus, Central Asia, Israel, Turkey and the Russian Federation. This is a joint effort by the UNECE and the Copenhagen Centre on Energy Efficiency. The analysis of the survey and its conclusions and recommendations will serve as a useful tool for energy efficiency community. Policy makers can apply the results to the situation in their countries and find approaches to improve investment climate for energy efficiency.
