This book presents water insecurity issues in urban areas while developing a water security index and explores the innovative approaches to water development and management with examples from Asian cities. The urban water crisis is a global phenomenon, but it is more obvious in the megacities of the developing world. Urban drought, although not a familiar term, will pose a significant threat to humankind in the near future, especially in the context of increasing population in cities. Many cities are already unable to provide safe, clean water for their citizens. Some of the world’s largest cities depend heavily on groundwater for their water supply. It is unlikely that dependence on aquifers, which take many years to recharge, will be sustainable. As urban populations grow, water use will need to shift from agriculture to municipal and industrial uses, making decisions about allocating between different sectors difficult. Inefficient water-use practices by households and industries, fragmented management of water between sectors and institutions, climate-induced water shortages, environmental degradation of water sources, and inadequate use of alternate sources are also issues of major concern. Despite recent advances in the literature, there exists a considerable gap in attempting an integrated water-resource management approach. Covering all aspects of urban drought and water insecurity, this book is a valuable resource for students, researchers, academics, policy makers, and development practitioners.

This volume includes over 30 chapters, written by experts from around the world. It examines numerous management strategies for dealing with drought and scarcity. These strategies include management approaches for different regions, such as coastal, urban, rural, and agricultural areas. It offers multiple strategies for monitoring, assessing, and forcasting drought through the use of remote sensing and GIS tools. It also presents drought mitigation management strategies, such as groundwater management, rainwater harvesting, conservations practices, and more.

This book focuses on policies and governance on how to build the resilience of cities to droughts and floods in the short-, medium-, and long-term. There are discussions on how cities prepare for, cope with, learn from, manage, and recover from these extreme events. The chapters also consider aspects such as changing paradigms, policy responses under uncertainty, scenario development, institutional responses, adaptive forecasting, governance perspectives, infrastructure development, overall investments, and technological innovation. The Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction are discussed at length. Drought is a slow-onset natural hazard that is often referred to as a creeping phenomenon. The challenge of monitoring drought’s onset and evolution, and identifying its termination or end is one that scientists, natural resource managers, and decision makers have been struggling with for decades. However, drought management must be aimed at reducing the risks of future drought events on economies, the environment, and the social fabric of regions. As with many countries, droughts are often managed as a crisis in Brazil, rather than events for which officials and communities proactively prepare. Although droughts are not new to Brazil, the recent spate of droughts in the poverty stricken semi-arid Northeast and the industrial hub of São Paulo in the Southeast has forced the country to think more seriously about finally changing its drought policies and management approaches. The book is told through the perspectives of the ministers and secretaries, state policy and technical officials, civil society organizations, and development practitioners that helped to facilitate the shift in paradigm in Brazil from crisis management and towards proactive management of droughts. It is written in a style that is appealing to both technical and non-technical audiences, and aims to provide a framework and lessons for other countries to consider when embarking upon similar efforts to improve their own drought policy and management systems.

Frequent drought events have recently occurred in different Mediterranean regions. These have highlighted a general inadequacy of the current strategies applied to mitigate negative impacts of such phenomenon. This book provides various methods of drought monitoring at different spatial scales, as well as innovative drought forecasting techniques based on stochastic approaches. Besides common drought indices (i.e. SPI), new agrometeorological indices are proposed.

During the past decade many countries in the world have experienced droughts, with severe impacts on water urban supply systems. Because droughts are natural phenomena, water utilities must design and implement drought management plans. This topic was selected for the International Course on Drought Management Planning in Water Supply Systems, which took place in Valencia, Spain, on 9-12 December 1997, and was hosted by the Universidad Internacional Menéndez y Pelayo (UIMP). The contributions in this book have been carefully selected and presented in four sections: Introduction Water Supply Systems Modernization Drought Management in an Urban Context Practical Cases (Israel, USA, Italy, Spain) To achieve a well-balanced approach, authors were invited from academia as well as from consultancies and water utilities, and have wide experience in the subject. The book is mainly aimed at water supply engineers, working in utilities and consultancies.
