This book is about power in a changing world economy. Though power is ubiquitous in the study of International Political Economy, the concept is underdeveloped in formal theoretical terms. This collection of essays analyses recent experience in East Asia to advance our theoretic understanding of state power in IPE. Over the last quarter century, no other region of the world has had a greater impact on the global distribution of economic resources and capabilities. China, with its "peaceful rise," now stands as the second largest national economy on the face of the earth; South Korea and Taiwan have become industrial powerhouses; Hong Kong and Singapore are among the world’s most important financial centres; and new poles of growth have emerged in several southeast Asian countries – all while Japan, long the region’s dominant market, has slipped into seemingly irreversible decline. The volume’s nine essays, contributed by leading scholars in the United States, Britain and Taiwan, aim to extract relevant inferences and insights from these developments for the study of state power. All are framed by a core agenda encompassing four key clusters of questions concerning the meaning, sources, uses, and limits of power. These essays ask: What new lessons are offered for power analysis in International Political Economy?

As the U.S. military moves into an uncertain future dominated by rapid change, traditional modes of thought will no longer suffice. Contributors to this volume focus on some of the major factors that will shape the American military in the 1980s: a complex, interdependent international arena, a changing domestic political context, broad societal forces and trends, the imperatives of advanced technology, conflicting bureaucratic and management orientations, and the emergence of new elites. The articles collected here present the diverse views of civilian scholars, of all services and ranks of the military, and of Department of Defense and congressional civilians; they feature the results of surveys conducted at the three service academies and among other civilian and military populations that number in the tens of thousands. The focus moves from a historical and current assessment of military professionalism to potential influences in the changing international and domestic environments. A major section is devoted to important military manpower issues. Analyses of organizational dynamics and change address the implications of advanced technology, bureaucratization, and centralization of control. The book concludes with contrasting views of the future demands on military professionalism and with a final summary that suggests future research avenues.

In a single generation, the rise of Asia has precipitated a dramatic sea change in the world’s economic and political orders. This reconfiguration is taking place amidst a host of deepening global predicaments, including climate change, migration, increasing inequalities of wealth and opportunity, that cannot be resolved by purely technical means or by seeking recourse in a liberalism that has of late proven to be less than effective. The present work critically explores how the pan-Asian phenomenon of Confucianism offers alternative values and depths of ethical commitment that cross national and cultural boundaries to provide a new response to these challenges. When searching for resources to respond to the world’s problems, we tend to look to those that are most familiar: Single actors pursuing their own self-interests in competition or collaboration with other players. As is now widely appreciated, Confucian culture celebrates the relational values of deference and interdependence—that is, relationally constituted persons are understood as embedded in and nurtured by unique, transactional patterns of relations. This is a concept of person that contrasts starkly with the discrete, self-determining individual, an artifact of eighteenth- and nineteenth-century Western European approaches to modernization that has become closely associated with liberal democracy. Examining the meaning and value of Confucianism in the twenty-first century, the contributors—leading scholars from universities around the world—wrestle with several key questions: What are Confucian values within the context of the disparate cultures of China, Japan, Korea, and Vietnam? What is their current significance? What are the limits and historical failings of Confucianism and how are these to be critically addressed? How must Confucian culture be reformed if it is to become relevant as an international resource for positive change? Their answers vary, but all agree that only a vital and critical Confucianism will have relevance for an emerging world cultural order. Although the term national interest has long been used in reference to the foreign policy goals of nations, there has been no generally agreed upon definition of the concept; as a result, Donald E. Nuechterlein contends, there has been a tendency for foreign policy to be determined by institutional prejudice and past policy rather than by a systematic assessment of national interests. By what criterion does a President decide that a given interest is or is not vital-that is, whether he must contemplate defending it by force if other measures fail? In this study Nuechterlein offers a new conceptual framework for the analysis of foreign policy decisions; resting on more precise definitions and distinguishing among the degrees of interest that the United States perceives in the range of foreign policy issues it faces. He also deals with the constitutional problem of checks and balances between the Presidency and Congress in setting the goals of foreign policy, and the influence of private interest groups and the media on the definition of national interest. Underlining the need for constant reassessment of priorities in a rapidly changing international environment, Nuechterlein illustrates his analysis by drawing on the American experience in foreign affairs since World War II. A case study of the American involvement in Southeast Asia describes how six presidents, beginning with Franklin Roosevelt, viewed United States interests there and the conclusions each drew in terms of policy tools to defend those interests in Vietnam. Finally, he assesses what the future vital interests of the United States are likely to be in light of the shifting balance of world power, and the growing importance of international economics.

One Health refers to an interdisciplinary approach to solving complex problems at the interface of human and animal health and the wider ecosystem.
