In a system that is known for its covert political style, Vietnam’s decision making process is often described as either consensus-based or simply confusing and inexplicable. This book provides an approach to understanding political decision making in Vietnam by recognizing enduring values that are derived from State-controlled education and official historical narratives. The nation’s official historical narrative has led to the development of protected values that are called upon during political decision making. In order to secure these values, such as regime stability, national independence, and social order, officials must act within accepted rules of appropriate political behavior. The book shows that through State-run education, mandatory defense training, and membership in mass organizations, Vietnamese citizens are taught social and political ethics, and their identity is moulded in concert with this process. Using textbooks and education to understand the underlying values within Vietnam’s society is used as the contextual framework for two case studies - the problem of landmines and the on-going threat of avian influenza - which examine how authorities frame problems, negotiate, and deal with potential crises. This book will be of great interest of academics and students within Asian studies, but also for policy makers involved with the country and those doing business in Vietnam, including non-governmental organizations, private businesses and charitable groups.

Examining the widespread phenomenon of human trafficking in Vietnam during the period of French colonial rule, this book focuses on the practice of kidnapping or stealing Vietnamese women and children for sale in Chinese markets from the 1870s through to the 1940s. The book brings to light the fact that human trafficking between Vietnam and China existed prior to more contemporary instances of this trade. It provides information as to the perpetrators, the nature, and the scope of this illicit commerce and its impact on the lives of its victims, who were mainly domestic servants, concubines or prostitutes. The book also examines the ways in which French colonial actors (missionaries, administrators, military officers, adventurers and observers, and consuls) reported, described, and reacted to it, and goes on to analyse the impact of human trafficking on the concept of French ‘prestige’ and on the French colonial project in Vietnam. Human trafficking in colonial Vietnam illustrates the tensions and the conflicts not only between the French and the Vietnamese, but also between the Vietnamese and the Chinese, as well as between the colons and the French colonial administration, and between the colonial and metropolitan governments. Knowledge about policing has been produced and disseminated unevenly so that our understanding comes from a skewed emphasis on the Anglo-American experience. Drawing on an original and comprehensive study of policing in Vietnam and engaging a Southern Criminological framework, this book explores police cultures and practices in a postcolonial, post-Confucian, transitioning economy. Identifying both similarities and differences in policing and police culture in Vietnam with those found in the dominant literature from the Global North, Policing in a Changing Vietnam challenges assumptions that police are (purportedly) apolitical, averse to tertiary education and defer to legalistic approaches to policing and law enforcement. Moving from the 1950s to the present, Zachary Abuza explores Vietnamese politics and culture through the lens of the internal debates over political reform. Abuza focuses on issues of representation, intellecutal freedom, the rise of civil society, and the emergence of a loyal opposition, assessing the prospects for change.
