The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. Evaluating the Welfare State: Social and Political Perspectives together with its companion Social Policy Evaluation: An Economic Perspective is the outgrowth of an international and interdisciplinary conference on policy evaluation held at Tel Aviv University in December 1980. The conference brought together scholars from the fields of economics, sociology, political science, social work, and administration. The papers presented at this conference approached the welfare state and social policy evaluation from a number of different theoretical and methodological perspectives. A selection of these papers has been included in this volume. The book is divided into five parts. Part I is devoted to the political antecedents and consequences of the welfare state and to the social and psychological processes that affect the development of social policies and reactions to them. Part II analyzes the discontinuity between policies that are the subject of public debate, and the programs that affect the well-being of populations and the distribution of resources. The chapters in Parts III and IV present current developments in the practice of evaluation and explore the frontiers of this field. Part V focuses on the relationship of evaluation to policymaking. This involves examinations of the culture of political debates, the nature of choices facing policymakers, and the impact of research on policy.

Published in 1998. Social provision in all European countries has faced increasing scrutiny during the 1990s. Focusing on gendered aspects of welfare state restructuring, each contributor examines the way in which the welfare state of his or her country has been restructed over the past decade, concentrating on services for elderly people and for children. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. This book has emerged in response to social service workers' vivid descriptions of changes in the practice of their craft during the past 15 years and to the scanty literature that addressed their concerns. Few works have attempted to explore the interplay between the recent broader changes affecting the welfare state (fiscal crisis, cost containment, privatization, etc) and the restructuring of social service work. In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project on which this book is based was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. Social Enterprise in Western Europe –the third volume in a series of four ICSEM-based books on social enterprise worldwide – will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and others who want to acquire a broad understanding of the social enterprise and social entrepreneurship phenomena as they emerge and develop in this region.
