This book explores the relationship between cultural heritage and conflict through the use of new empirical evidence and critical theory and by focusing on postconflict scenarios. It includes in-depth case studies and analytic reflections on the common threads and wider implications of the agency of cultural heritage in postconflict scenarios.

The Heritage of War is an interdisciplinary study of the ways in which heritage is mobilized in remembering war, and in reconstructing landscapes, political systems and identities after conflict. It examines the deeply contested nature of war heritage in a series of places and contexts, highlighting the modes by which governments, communities, and individuals claim validity for their own experiences of war, and the meanings they attach to them. From colonizing violence in South America to the United States’ Civil War, the Second World War on three continents, genocide in Rwanda and continuing divisions in Europe and the Middle East, these studies bring us closer to the very processes of heritage production. The Heritage of War uncovers the histories of heritage: it charts the constant social and political construction of heritage sites over time, by a series of different agents, and explores the continuous reworking of meaning into the present. What are the forces of contingency, agency and political power that produce, define and sustain the heritage of war? How do particular versions of the past and particular identities gain legitimacy, while others are marginalised? In this book contributors explore the active work by which heritage is produced and reproduced in a series of case studies of memorialization, battlefield preservation, tourism development, private remembering and urban reconstruction. These are the acts of making sense of war; they are acts that continue long after violent conflict itself has ended.

This edited volume offers an in-depth study of heritage and warfare from the perspective of defence studies. The book focuses on how, in different contexts, heritage can be a catalyst and target of conflict, an obstacle to stabilisation, and a driver of peace-building. It documents the changing role of heritage – in terms of both exploitation and protection – in various military capabilities, theatres, and operations. With particular concern for the areas of subthreshold and hybrid warfare, stabilisation, cultural relationships, human security, and disaster response, the volume reviews the historical relationship between heritage and armed conflict, including the roles of embedded archaeologists, safeguarding of ethics, and dislodgement and destruction of material culture. Various chapters in the book also demonstrate the value of understanding how state and non-state actors exploit cultural heritage across different defence postures and within both subthreshold and proxy warfare in order to achieve military, political, economic, and diplomatic advantages. Conflict, Cultural Heritage and Peace offers a series of conceptual and applied frameworks to help understand the role cultural heritage plays within conflict and the potential it has to contribute to positive peacebuilding and sustainable development in post-conflict societies. The protection of cultural property during times of armed conflict and social unrest has been an on-going challenge for military forces throughout the world even after the ratification and implementation of the 1954 Hague Convention and its two Protocols by participating nations. This volume provides a series of case studies and “lessons learned” to assess the current status of Cultural Property Protection (CPP) and the military, and use that information to rethink the way forward. The contributors are all recognized experts in the field of military CPP or cultural heritage and conflict, and all are actively engaged in developing national and international solutions for the protection and conservation of these non-renewable resources and the intangible cultural values that they represent.

This book analyses the current legal framework seeking to protect cultural heritage during armed conflict and discusses proposed and emerging paradigms for its better protection. Cultural heritage has always been a victim of conflict, with monuments and artefacts frequently destroyed as collateral damage in wars throughout history. In addition, works of art have been viewed as booty by victors and stolen in the aftermath of conflict. However, deliberate destruction of cultural sites and items has also occurred, and the Intentional destruction of cultural heritage has been a hallmark of recent conflicts in the Middle East and North Africa, where we have witnessed unprecedented, systematic attacks on culture as a weapon of war. In Iraq, Syria, Libya, Yemen, and Mali, extremist groups such as ISIS and Ansar Dine have committed numerous acts of iconoclasm, deliberately destroying heritage sites, and looting valuable artefacts symbolic of minority cultures. This study explores how the international law framework can be fully utilised in order to tackle the destruction of cultural heritage, and analyses various paradigms which have recently been suggested for its better protection, including the Responsibility to Protect paradigm and the peace and security paradigm. This volume will be an essential resource for scholars and practitioners in the areas of public international law, especially international humanitarian law and cultural heritage law.

A nation's cultural heritage represents its past, its present and its path to the future, but for many years, the cultural heritage in or adjacent to war and conflict zones has been subject to continual assault, both deliberate and unintended. This book presents papers delivered at the NATO Advanced Research Workshop entitled “Cultural heritage’s safety and security in zones of war or instability”, hosted online by the University of Rome from 25 to 27 November 2020. NATO has always been a leading player in the protection of cultural property (CPP) in the areas in which it intervenes, indeed, the protection of cultural property and common heritage is part of NATO’s core values. In addition to this, the illicit trade in antiquities and archaeological finds represents another danger to cultural heritage and can help to finance the terrorist groups that manage to seize these assets. The workshop aimed to explore ways to protect and safeguard cultural heritage in war zones or from terrorist attacks, and a group of international experts were invited to contribute presentations on selected topics of direct relevance to the processes in NATO with regard to CPP. Topics included: the experiences of international institutions; conservation and restoration; and countermeasures, technologies and examples of successful interventions. The book raises awareness of the importance of safeguarding cultural heritage and sets out ways of tackling the problem. It will be of interest to all those working in the field of protecting cultural heritage in unstable areas.

As the hundredth anniversary approaches, it is timely to reflect not only upon the Great War itself and on the memorials which were erected to ensure it did not slip from national consciousness, but also to reflect upon its rich and substantial cultural legacy. This book examines the heritage of the Great War in contemporary Britain. It addresses how the war maintains a place and value within British society through the usage of phrases, references, metaphors and imagery within popular, media, heritage and political discourse. Whilst the representation of the war within historiography, literature, art, television and film has been examined by scholars seeking to understand the origins of the 'popular memory' of the conflict, these analyses have neglected how and why wider popular debate draws upon a war fought nearly a century ago to express ideas about identity, place and politics. By examining the history, usage and meanings of references to the Great War within local and national newspapers, historical societies, political publications and manifestos, the heritage sector, popular expressions, blogs and internet chat rooms, an analysis of the discourses which structure the remembrance of the war can be created. The book acknowledges the diversity within Britain as different regional and national identities draw upon the war as a means of expression. Whilst utilising the substantial field of heritage studies, this book puts forward a new methodology for assessing cultural heritage and creates an original perspective on the place of the Great War across contemporary British society.

A pathbreaking call to halt the intertwined crises of cultural heritage attacks and mass atrocities and mobilize international efforts to protect people and cultures. Intentional destruction of cultural heritage has a long history. Contemporary examples include the Bamiyan Buddhas in Afghanistan, mosques in Xinjiang, mausoleums in Timbuktu, and Greco-Roman remains in Syria. Cultural heritage destruction invariably accompanies assaults on civilians, making heritage attacks impossible to disentangle from the mass atrocities of genocide, war crimes, crimes against humanity, and ethnic cleansing. Both seek to eliminate people and the heritage with which they identify. Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. Focusing on immovable cultural heritage vulnerable to attack, the volume's guiding framework is the Responsibility to Protect (R2P), a United Nations resolution adopted unanimously in 2005 to permit international intervention against crimes of war or genocide. Based on the three pillars of prevent, react, and rebuild, R2P offers today's policymakers a set of existing laws and international norms that can and—as this book argues—must be extended to the protection of cultural heritage.
