This book explores the complicity of democratic states from the global North in state terrorism in the global South. It evaluates the relationship between the use of state terrorism by Northern liberal democracies and efforts by those states to further incorporate the South into the global political economy and to entrench neoliberalism. Most scholarship on terrorism tends to ignore state terrorism by Northern democracies, focusing instead on terrorist threats to Northern interests from illiberal actors. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. This volume aims to ‘bring the state back into terrorism studies’ and fill the notable gap that currently exists in our understanding of the ways in which states employ terrorism as a political strategy of internal governance or foreign policy. Within this broader context, the volume has a number of specific aims. This book aims to improve understanding of the broad trends in the utilisation of political violence by examining the use of state terror in world politics. The ending of the Cold War and the overthrow of communism in Eastern Europe led many to assume that this presaged the demise of the one-party terror regime and acceptance of Western concepts of democracy, freedom and human rights throughout the international system. But of course this did not end state terror. The totalitarian one-party state still exists in North Korea and China, and there are numerous military regimes and other forms of dictatorship where the use of terror techniques for internal control is routine. The late Professor Paul Wilkinson conceived and began this project with the intention of analysing the major types of international response to state terror, as well as their outcomes and their wider implications for the future of international relations. In keeping with this original premise, the contributors explore the history of terrorism, as well as reflecting on the need for international cooperation based on the protection of civilians and a consistent approach to intervention in conflict situations. Terrorism, a widespread global phenomenon, manifests itself in the actions and the policies of individuals and groups, but also and primarily in the actions and policies of states. Delving into the seldom-discussed question of the motivation for most episodes of terrorism, this book studies terrorism’s effects based on the economic and geopolitical imbalances that frame today's global governance. The main goal of terrorism is to induce terror, and perhaps to influence public opinion for political change. Many states hide their terrorist activities under the “faces” they show the world, masks intended to hide real aims of acquiring or expanding power and wealth. These activities, presented as “self-defense,” “preventive action,” “counter-measures” or even as promoting "progress and development," are forms of state terrorism that are much more widespread, powerful, and destructive than the actions originating from groups labeled terrorist since 9/11. This book examines the numerous illegal measures states use, from unlawful imprisonment and curtailing of civil liberties to torture, in the name of responding to terrorism. At the same time, it considers how trade and industrial activities terrorize people by depriving them of the natural resources they need to survive and by exposing communities to life-threatening hazardous conditions. In closing, the book considers how existing laws might stem the tide of state terrorism. The conclusions are not optimistic: the UN's systems and legal regimes are clear in defense of human rights, but the structure and nature of state power do not permit these mandates to prevail.
