This is the only in-depth study of social policies in Southeast Asia. It compares social security, health, and education policies in Indonesia, Malaysia, the Philippines, Singapore and Thailand. After describing the policies and assessing their adequacy and equity implications, it examines the forces that have shaped them. It concludes that social programs (except for primary education) in the region are both inadequate and inequitable. It argues that the reason for this is political rather than cultural or socio-economic.

The author aims to develop conceptual refining and theoretical reframing of the productivist welfare capitalism thesis in order to address a set of questions concerning whether and how productivist welfarism has experienced both continuity and change in East Asia.

Social Policy has been a key dimension of dynamic economic growth in East Asia's 'little tigers' and is also a prominent strand of their responses to the financial crisis of the late 1990s. This book presents a new step farther into the twenty-first century, for the first time truly combining a comprehensive global data analysis with social policy theory development. The theory of global ideal-typical welfare regimes, also known as the “Ten Worlds of Welfare Regime Theory”, as set forth earlier by Christian Aspalter, is now in this book tested empirically using a quantitative global data analysis for the first time. The strong and rich results fully vindicated the Ten Worlds Theory. All in all, about 150 countries are included in this test, measuring numerous variables on two main dimensions, i.e., povertization and inequality. The innovative approach of using a new indicator, Aspalter’s Standardized Relative Performance Index, is applied, which facilitated the exact measurements of distances between relative performances of each variable, each dimension, each country, and each ideal-typical welfare regime (in relation to one another, respectively). "I have read the draft of this book sent to me by the editor. After reading this draft, I do think this book is valuable and timely. It discusses the contemporary issues that have worried many people in the present world: terrorism, human rights, Islamic radicalism and the problem of identity in the Singaporean capitalism. These issues are not discussed in the theoretical/abstract way (it also doesn't meant that theories are not discussed at all), but in the context of various concrete societies. The book deals with one of the above issues in Malaysia, Singapore and Indonesia (Aceh and Sumenep in Madura). Each issue is written by a different author that has studied the issue thoroughly. So, the book is a collection of research done by specialists of these issues. Two essays on Southeast Asia (one on health and the other on human security) give the general picture of this region, acting as a broad introduction of the chapters that follow. Each chapter has been written professionally and the readers will learn many things from each of them. One has to read the chapter in order to really appreciate them. Therefore I really recommend that this manuscript to be published as a book in order to get a large audience. One shortcoming though, this book deals with three countries only (Malaysia, Singapore and Indonesia), albeit these three are the important countries in the region. Other important Southeast Asian countries such as Thailand, the Philippines and Burma are not discussed individually. With the omission of these countries, it thus can be argued whether this book can represent the Southeast Asian region? Also in dealing with Indonesia, the chapters talk on sub-national level, namely on Aceh province and a peripheral city Sumenep in the island of Madura, East Java, while Malaysia and Singapore are dealt on the level of nation state. This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.
