Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. This book explores the tensions between the competing social rights and social control functions of the modern Australian welfare state. By critically examining the history and rhetoric of the Australian welfare state from 1972 to the present day, and using the author’s long-standing research on the Australian Council of Social Service and other welfare advocacy groups, it analyses the transformation from rights-based to conditional welfare. The Labor Party Government from 1972-75 is identified as the only clear cut example of Australia positively using welfare payments and services as an instrument to promote greater social equity, inclusion and participation. Since the mid-1970s, the Australian welfare state has gradually retreated from the social rights agenda conceived by the Whitlam Government. Australia has followed other Anglo-Saxon countries in adopting increasingly conditional and paternalistic measures that undermine the protection of social citizenship outside the labour market. In contrast, this text makes the case for an alternative participatory and decentralized welfare state model that would prioritize social care by empowering and supporting welfare service users at a local community level. This book focuses on the main institutional changes affecting the Social Investment approach as the framework for the European social agenda. The contributions gathered address these issues from different angles, placing two fundamental issues at the centre of the analysis. The first concerns the promotion of the strategic actions of European institutions and the national governments aimed at making social investment a recovery priority in the Eurozone. The second aims to make the social investment approach compatible not only with a high road to growth, as it is in the Stock-Flow-Buffer scheme, but also with the right to balance market and non-market activities as a universal right linked to a different combination of working and living time. This pathbreaking book investigates welfare state change in the area of health care- a field widely neglected by comparative welfare state research. While some work on health care expenditure exists, health care rights have not been systematically studied since social rights have exclusively focused on entitlement to cash benefits. Addressing this research gap, Böhm analyses in what way the social right to health care has been modified in the course of general welfare state transformation since the late 1970s. Taking England and Germany as examples, she assesses how health care reforms conducted under the conditions of constrained budgets, demographic ageing, and rapid medical progress, have altered access to and generosity of public health care systems over the past 35 years. The book’s findings significantly increase our understanding of social rights and reveals fundamental differences of approach: while Germany provides absolute and enforceable rights to health care for each (entitled) individual, English social health care rights are directed towards the population as a whole and contingent upon the availability of resources, i.e. they are not absolute and not enforceable. This distinction between individual and collective social rights will be an important contribution to the theory of social rights given its applicability to other types of social rights and its usefulness in tracing changes in social rights over time.

Why do people turn to personal connections to get things done? Exploring the role of favors in social welfare systems in postwar, postsocialist Bosnia and Herzegovina, this volume provides a new theoretical angle on links between ambiguity and power. It demonstrates that favors were not an instrumental tactic of survival, nor a way to reproduce oneself as a moral person. Instead, favors enabled the insertion of personal compassion into the heart of the organization of welfare. Managing Ambiguity follows how neoliberal insistence on local community, flexibility, and self-responsibility was translated into clientelist modes of relating and back, and how this fostered a specific mode of power.
