The Food and Agriculture Organization of the United Nations (FAO) has continuously demonstrated within its work that gender equality is not simply a matter of human rights, but is key to eliminating poverty and hunger. It is only by closing the gender gap that sustainable agriculture and rural development can reach their full potential. Consequently, FAO is committed to promoting gender equality in all of its interventions, as well as by building knowledge, identifying promising practices and widely disseminating these among member states and national partners. This publication focuses on case studies from five member countries of the European Union (EU). These illustrate how gender equality issues can be addressed in agriculture and rural development policies (including fisheries and aquaculture, forestry and livestock), programmes and practices. This publication forms part of FAO’s wider efforts to collect, analyse and disseminate promising practices on gender mainstreaming.

This book addresses key questions around gender-sensitive legislation as a key output of gender sensitive Parliaments and explores practical ways to promote gender-sensitive ex-ante scrutiny of legislation, improve implementation through gender responsive budgeting, assess the gender impact of legislation ex post and express laws in gender inclusive ways. All laws have a gender, and the gender of the law can reveal itself in the language, the content and the results of legislation. Gender-blind laws can discriminate directly or indirectly against individuals or population groups, can produce unwanted effects, can reproduce gender stereotypes, and can render laws and policies ineffective. Gender-sensitive legislation on the other hand, can be expected to achieve its desired legislative objectives without unwanted differential impact on the grounds of gender and other individual characteristics and can simultaneously promote gender equality. This book advances the premise that gender sensitive legislation is not the result of political will or good intentions alone but the outcome of gender-sensitive legislative decision-making throughout the life cycle of legislation. This means that gender concerns need to be an integral part of the processes of legislative design and drafting, ex-ante and ex-post legislative scrutiny and implementation of legislation. Gender Sensitive Lawmaking in Theory and Practice will be a great resource for academics, researchers, and advanced students of Law, Public Policy, Gender and Women’s Studies and Sociology. The chapters included in this book were originally published as a special issue of The Theory and Practice of Legislation.

Mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels. It is a strategy for making the concerns and experiences of women as well as of men an integral part of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres, so that women and men benefit equally, and inequality is not perpetuated. The ultimate goal of mainstreaming is to achieve gender equality. This work explores the experiences of Kenya, Tanzania, and Ethiopia from Eastern Africa; and Malawi, Zambia, Zimbabwe, Botswana, and Swaziland from Southern Africa. All cases show the varied attempts to mainstream gender at national, institutional, and civil society levels, including grassroots experiences.

The purpose of the training module is to provide learners with a better understanding of what the gender roles in CSA are and their critical impact on project outcomes and sustainability. The training will teach them about different methods and tools to identify, formulate, implement, monitor and evaluate gender-responsive actions and practices in CSA development projects. Through the training, learners will become familiar with the main concepts of gender, climate change and climate-smart agr iculture. They will also understand the relevance of gender dimensions in climate change adaptation and mitigation and in developing gender-responsive CSA interventions. Furthermore, they will learn the steps to take and tools and approaches available for conducting gender analysis and promoting gender mainstreaming in CSA project design, implementation and monitoring. The manual also presents available gender, climate change and CSA guidelines and other relevant materials to support learners in their work in implementing gender-responsive interventions. This training module provides basic information for organizing a short training workshop to develop gender mainstreaming capacities in CSA-related projects, throughout the whole project cycle. The module mainly focuses on activities in the field. It is important to recognize, however, that gender-responsive CSA development also requires actions at the institutional and policy level as well as changes in the existing social and cultura l norms. The module also provides some recommendations for better integration of gender issues in governments’ CSA policies and strategies.

The Politics of Feminist Knowledge Transfer draws together analytical work on gender training and gender expertise. Its chapters critically reflect on the politics of feminist knowledge transfer, understood as an inherently political, dynamic and contested process, the overall aim of which is to transform gendered power relations in pursuit of more equal societies, workplaces, and policies. At its core, the work explores the relationship between gender expertise, gender training, and broader processes of feminist transformation arising from knowledge transfer activities.
