More than 11 years after the 9/11 attacks and 10 years after the October 2002 Bali bombings, the need for a comprehensive assessment of what the countries in Southeast Asia have achieved is overdue. We need to consider whether the strategies against both the domestic and transnational terrorist and extremist threat have been appropriate and have yielded desired results. The aim of this book is to make a comprehensive assessment of the threats of terrorism and extremism in the region and of the policies and practices adopted by the regional countries to counter the same. It is also necessary to evaluate if the region has become a safer place after the decade-long fight. Most importantly, it is time to ask if we need a rethink or develop a new strategy to contain and manage the threats of terrorism and extremism.

East Asia, until recently the scene of widespread blood-letting, has achieved relative peace. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.

The art of successful negotiations over protracted conflicts presupposes a political commitment to peace and a willingness to compromise, which are sorely lacking in the current disorderly world. Part of the blame for this lies in weak and ineffective national and global leadership. This book’s sharp focus on the role of leadership at different levels—national government, rebel and Western/regional government mediators—as well as that of the UN and non-governmental players in settling intra-state disputes, is a unique feature which sets it apart from others. Much of the existing literature does not adequately discuss the role of the above actors in developing countries. Asia’s Trouble Spots is a serious attempt to fill this gap. The seven country studies in Asia—Myanmar, Indonesia, Philippines, Thailand, Sri Lanka, India and China—discuss, inter alia, how peace negotiations between national political and rebel leaders have unfolded. In the Middle East, the world's deadliest organizations, the Islamic State and al Qaeda have firmly established their presence in the Levant and the Gulf. In parallel, state- sponsored Shia threat networks, groups and cells, notably the Lebanese Hezbollah and Houthis operate throughout the Middle East and beyond. Exploiting the conflict zones and their cascading ideologies, both the Sunni and Shia threat entities compete to advance their own interests. Their parent and affiliate entities recruit and radicalise both territorial and diaspora Muslims to fight each other. Unless governments work together to mitigate the threat at the core and the edge, the Middle East and its peripheral territories in Asia and Africa will suffer from terrorism and political violence in the foreseeable future.The response to extremism and its vicious by-product terrorism requires both preventive intelligence-led and pre-emptive community-based security approaches. While developing tactical counter-terrorism capabilities, governments should build strategic capabilities to erode their support bases. The new frontiers in counter-terrorism and extremism — community engagement and rehabilitation — should be integrated into government planning. Unless governments take the lead and work with community leaders, societies will be threatened by the existing and emerging wave of ideologically-motivated violence. Government and community leaders should develop whole-of-government and whole-of-nation approaches to dismantle transnational threats. To contain, isolate and eliminate the evolving threat, the Middle Eastern states should shift from security cooperation to collaboration and partnership.

This book explores hybrid peacebuilding in Asia, focusing on local intermediaries bridging the gaps between incumbent governments and insurgents, national leadership and the grassroots constituency, and local stakeholders and international intervenors. The contributors shed light on the functions of rebel gatekeepers in Bangsamoro, the Philippines, and Buddhist Peace monks in Cambodia to illustrate the mechanism of dialogue platforms through which gaps are filled and the nature of hybrid peace is negotiated. The book also discusses the dangers of hybrid peacebuilding by examining the cases of India and Indonesia where national level illiberal peace was achieved at the expense of welfare of minority groups. They suggest a possible role of outsiders in hybrid peacebuilding and mutually beneficial partnership between them and local intermediaries.
