This award-winning book answers some of the big questions on the legitimacy of the European Union. Specifically, it looks at what it would mean for the EU to be considered a legitimate body and where our ideas on this question come from. The Struggle for EU Legitimacy traces the history of constructions and contestations of the EU's legitimacy, in discourses of the European institutions and in public debate. Through an interpretive, non-quantitative textual analysis of an eclectic range of sources, it examines both long-term patterns in EU-official discourses and their reception in member-state public spheres, specifically in the German and French debates on the Maastricht and Constitutional Draft Treaties. The story told portrays the history of legitimating the EU as a continuous contest over the ends and goals of integration, as well as a balancing act—which was inescapable given the nature of the integration project—between 'bringing the people in' and 'keeping them out'. In addition, it was a balancing act between actively politicizing and deliberately de-politicizing the stakes of EU politics.

This book reflects on the questions raised by the European Election Study 2004 whose analytical focus was on the legitimacy of EU politics after Eastern enlargement. It also assesses the dynamics and the contents of the campaign, on the determinants of the extremely low turnout in the new countries, and on the reasons of voter choice in West and East. The book also examines the first European Parliament election after the post-communist countries of Eastern Europe joined the European Union. The central question is: what has changed? Are the voters in the new member countries different and if so, why? Did the Union suffer from a loss of democratic legitimacy after Eastern enlargement? Each chapter is empirical-analytical; most are based on the post-election surveys of the group that were conducted in all but one of the 25 member countries, others focus on the results of content analyses of news media and party manifestos. This book was published as a special issue of the Journal of European Integration.

As the power and scope of the European Union moves further, beyond traditional forms of international cooperation between sovereign states, it is important to analyse how these developments are impacting upon national institutions and processes of democratic representation and legitimacy in the member countries. European integration has transformed the social life of European citizens. Daily life and work no longer take place primarily in a local and national context, but increasingly in a European and transnational frame – a process of ‘horizontal Europeanisation’ which, while increasing the life chances of European citizens, also brings about conflicts among them. This title was first published in 2003. Since 1990, Central and Eastern European countries have experienced increased economic integration with the European Union. The spatial implications of this process have been little investigated so far. Have patterns of regional specialization and industrial concentration changed during the 1990s? How does regional specialization relate to economic performance? How has access to Western markets affected the regional wage structure? What types of regions are winners and what types of regions are losers? This book poses and answers such policy relevant questions. It is organized into three parts. The first introduces the main features of economic integration and transition processes in Central and Eastern Europe and discusses the theoretical and methodological framework of the research. The second part examines the cases of five countries: Bulgaria, Estonia, Hungary, Romania and Slovenia, and the final part includes three comparative analyses which explain the underlying factors that determine the changing patterns of location of manufacturing activity, the adjustment pattern of regional wages and adaptation processes in border regions in the five countries.
