​This book explores the opportunities and challenges associated with the legal protection of World Heritage sites in the Pacific Islands. It argues that the small Pacific representation on the World Heritage List is in part due to a lack of strong legal frameworks for heritage conservation, putting such sites under threat. Providing a comprehensive analysis of the nomination, listing and protection of the Solomon Island World Heritage Site, it examines the implementation of the World Heritage Convention in the Pacific context. It explores how the international community’s broadening interpretation of the notion of ‘outstanding universal value’ has increased the potential for Pacific heritage to be classified as ‘World Heritage’. This book also analyses the protection regime established by the Convention, and the World Heritage Committee’s approach to heritage conservation, identifying challenges associated with the protection of Pacific Island heritage.

This book contains the proceedings of a five-day symposium in September 1991, sponsored by the U.S. Information Agency, organized by US/ ICOMOS, and designed in consultation with the Getty Conservation Institute, that focused on conservation issues in Asia and the Pacific, with particular attention to policies and conditions specific to the region. Two keynote papers by international experts explore legal aspects of cultural heritage protection, and management of cultural sites. Three background papers cover the legislation of the 15 nations represented, regional professional training opportunities, and tropical environmental conditions that challenge managers of sites and collections. This volume examines environmental law and governance in the Pacific, focusing on the emerging challenges this region faces. This timely handbook critically examines the development and role of tourism in small Pacific Island states located across Melanesia, Micronesia and Polynesia. While considerable research and on-ground project work focuses on the interface between Indigenous/local people and nature conservation in the Asia-Pacific region, the interface between these people and cultural heritage conservation has not received the same attention. This collection brings together papers on the current mechanisms in place in the region to conserve cultural heritage values. It will provide an overview of the extent to which local communities have been engaged in assessing the significance of this heritage and conserving it. It will address the extent to which management regimes have variously allowed, facilitated or obstructed continuing cultural engagement with heritage places and landscapes, and discuss the problems agencies experience with protection and management of cultural heritage places.

Japan’s heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan’s sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy, which has been used as part of its cultural diplomacy designed to increase its ‘soft power’ both globally and within the Asian region.
