The World Yearbook of Education 2025 analyzes teacher policies and the governance of the teaching profession in the contemporary context of major societal changes and globalizing processes. The first volume dedicated to an overview of globalized teacher policies and their implications for the status of the teaching profession across the world, this book reflects the ambition to advance the debate on the challenges and opportunities associated with the teaching profession. It recognizes that teacher policy is situated at the crossroads of three logics that have changed and become more complex due to globalization processes since the 1970s: the logic of teacher policy regulation has shifted from state-centric government toward pluriscalar global governance; the logic of employment relations has shifted to a flexibility paradigm; the logic of teacher education has shifted from the transmission of knowledge in teacher education to teachers’ lifelong learning. This book focuses on education and power in Southeast Asia and analyzes the ways in which education has been instrumentalized by state, non-state, and private actors across this diverse region. The book looks at how countries in Southeast Asia respond to the endogenous and exogenous influences in shaping their education systems. Chapters observe and study the interplay between education and power in Southeast Asia, which offers varying political, social, cultural, religious, and economic diversities. The political systems in Southeast Asia range from near consolidated democracy in Indonesia to illiberal democracy in Singapore and Thailand to the communist regime in Laos to absolute monarchy in Brunei. Structured in three parts, (i) centralization and decentralization, (ii) privatization and marketization, and (iii) equity and justice, these themes are discussed in single-country and/or multi-country studies in the Southeast Asian region. Bringing together scholars from and focused on Southeast Asia, this book fills a gap in the literature on education in Southeast Asia.

The movement of policy is a core feature of contemporary education reform. Many different concepts, including policy transfer, borrowing and lending, travelling, diffusion and mobility, have been deployed to study how and why policy moves across jurisdictions, scales of governance, policy sectors or organisations. However, the underlying theoretical perspectives and the foundational assumptions of different approaches to policy movement remain insufficiently discussed. To address this gap, this book places front and center questions of theory, ontology, epistemology and method related to policy movement. The objective of this book is to highlight the need and value of imbuing the dynamic intersections between education, human rights and diversity with perspectives from the Global South. The chapters approach key intellectual conundrums of the day from a Global South perspective to reflect a credible scholarly footprint in Africa and in the SADC region. International organizations have consistently influenced education reforms in Latin America, but not all countries have adopted the same policy recommendations. This book offers a unique comparative analysis of secondary education reforms in Chile, Argentina, and Colombia, from the 1960s to the 2010s, with a focus on three key areas: manpower planning, state-retrenchment (market-based versus active-state), and ideas about having a right to a quality education in an era of government accountability.
