This report applies a “youth lens” to public governance arrangements in the MENA region, providing recommendations for governments to readjust the existing legal, institutional and policy arrangements to make youth a partner in the formulation and implementation of public policies and services.

Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries.

The 2011 Arab uprisings led to a great proliferation of studies on the situations in the Arab countries of the Mediterranean, with particular attention given to their young people, whose role was particularly central. Eight years on, in-depth exploration is still needed of the conditions in which millions of (mainly young) people demanded change. In this context, this volume examines the state and diversity of the forms of socioeconomic, political and cultural marginalization facing the region's young men and women, as well as the strategies and routes of contestation by which they escape them. Through the interdisciplinary empiricism of this book, based on the results emerging from the SAHWA Project (funded by the European Commission under the Seventh Framework Programme, grant agreement no 613174), we aspire to build a complex description and analysis of the current situation of the Arab Mediterranean youth. The aim is to fathom out young people’s patterns, agency and living conditions, focusing on the relational character of the juvenile worlds actively constructed by themselves. The authors explore the main trends that are reflected in the social strategies, cultural constructions and changes within the Arab youth population, and whether the creation of new lifestyles and the emergence of youth cultures are an indicator of sociopolitical transitions. To answer all these questions the researchers have conducted a comprehensive study in five Arab Mediterranean countries: Algeria, Egypt, Lebanon, Morocco and Tunisia. Based on mixed method research the data collection is composed of two primary sources: the SAHWA Youth Survey 2016 (2017), in which 10,000 young people were interviewed; and the SAHWA Ethnographic Fieldwork 2015, involving more than 200 young people.

This report provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them.

There is currently much discourse about generations in the public sphere. A sequence of letters conflates generations and age cohorts born in the last few decades (generation “X”, “Y” or “Z”) as well as multiple categories are used to describe today’s young people as a generation that is distinct from its predecessors. Despite the popularity of generational labels in media, politics, or even academia, the use of generation as a conceptual tool in youth studies has been controversial. This Special Issue allows readers to better understand the key issues regarding the use of generation as a theoretical concept and/or as a social category in the field of youth studies, shedding light on the controversies, trends, and cautions that go through it.

The Middle East and North Africa (MENA) are in disarray, and shifts in the field of energy have the potential to drastically affect the course of political and economic developments in the region. Declining oil prices, skyrocketing domestic demand, the rise of unconventional oil and natural gas production in North America, as well as shifting patterns of global energy trade all put severe pressures on both producing and importing countries in the MENA region. Policy-makers are facing fundamental challenges in light of the duality of grand transformations in (geo)politics and energy. Changes in the field of energy require substantial political and economic reforms, affecting the very fabric of sociopolitical arrangements. At the same time, the MENA region’s geopolitical volatility makes any such reforms extremely risky. Including contributions by academics and analysts from both inside and outside the MENA region, this volume explores the changes in global and regional energy, the impact of changing international energy dynamics on politics and economies in the MENA region, and the challenges that will result. ‘Food Insecurity and Revolution in the Middle East and North Africa’ studies the political economy of agrarian transformation in the eponymous regions. Examining Egypt and Tunisia in detail as case studies, it critiques the dominant tropes of food security offered by the international financial institutions and promotes the importance of small-scale family farming in developing sustainable food sovereignty. Egypt and Tunisia are located in the context of the broader Middle East and broader processes of war, environmental transformation and economic reform. The book contributes to uncovering the historical backdrop and contemporary pressures in the Middle East and North Africa for the uprisings of 2010 and 2011. It also explores the continued failure of post-uprising counter-revolutionary governments to directly address issues of rural development that put the position and role of small farmers centre stage.
