Taking a new approach to youth crime, this book argues that the transition from childhood to adulthood can be an isolating and disempowering experience for young people. Children and young people are inherently vulnerable because of their age and status – they are a minority group, with the potential for being exploited, discriminated against, dominated and disrespected by adults. Youth Offending in Transition explores how their treatment by adult society may lead young people to resort to crime as a means of gaining respect from their peers. Using concepts of capital and the narratives of young offenders themselves, this book is based on original research into the reasons why young people start and stop offending. Tackling juvenile offending has become a key part of crime reduction strategies. The articles selected for this volume examine juvenile offending from various critical perspectives and represent the work of the most influential international figures in the field. The issues addressed include: the different needs and perspectives of youth offenders; whether offenders should be treated differently from others because of their age; recommendations of policy changes; identification of risk factors; issues surrounding the sentencing of juvenile offenders; and the relevance of restorative justice.

Public authorities have a duty to ensure looked after children are not at greater risk of being drawn into the criminal justice system than other children. The relevant authorities must continue to support looked after children and care leavers when they are in, and when they leave, custody. The substantial decrease since 2006/07 in the number of young people entering the criminal justice system for the first time is welcomed but looked after children have not benefited from this shift to the same extent as other children. The Youth Justice Board has done excellent work to halve the youth custodial population over the past decade but continues to spend £246 million a year detaining a small fraction of young offenders. Recommendations include: a statutory threshold to enshrine in legislation the principle that only the most serious and prolific young offenders should be placed in custody; devolving the custody budget to enable local authorities to invest in effective alternatives to custody; and more action to reduce the number of young people who breach the terms of their community sentences and the number of young black men in custody. The aim of improving the basic literacy of offenders, as outlined in the Transforming Youth Custody consultation paper is endorsed, but is it most useful to focus resources on the secure estate, given that the average length of stay is currently 79 days? The greater focus should be on improving transition between custody and the community, and on improving provision in the community and incentivising schools and colleges to take back difficult students.

Offering an intercultural dialogue with mainstream explanations, Transitions Out of Crime analyses the transition from crime to conformity among a group of Chilean juvenile offenders. Desistance from crime is not just the cessation of criminal activity itself, but a process of acquiring roles, identities, and virtues; of developing new social ties, and of inhabiting new spaces. This book offers new evidence that shows that the traditional binary between the ‘reformed desister’ and the ‘anti-social persister’ is inaccurate and that the road to desistance contains various oscillations between crime and conformity. Moving away from criminal behaviour can be fraught with difficulties. Often it can involve leaving behind old habits, customs, and even friends, while at the same time adopting a new way of life. How do individuals go about making a decision to give up crime? How do they plan to sustain this decision? And in what ways does probation help? This book explores these questions. Based on in-depth interviews with a group of men under probation supervision, Sam King investigates the factors associated with making a decision to desist from crime. The book examines strategies for desistance, and explores the factors that individuals consider when they are thinking about how they will desist. In doing so, the book sheds new light on existing understandings of desistance from crime and helps to develop our understandings of the role that individuals play in constructing their own desistance journeys. This book also highlights the role of probation in this process, offering a timely and critical review of the nature of probation under the New Labour government in the UK between 1997-2010. The findings indicate that we should allow Probation Officers greater autonomy and discretion within their roles, and that we should free them from the bureaucracy of risk assessment and targets. Moreover, the book warns against the potential fragmentation of community supervision. As such, the book will be of interest to criminology students, researchers, academics, policymakers and practitioners, particularly those who work with ex-offenders in the community.

This latest volume in the Cambridge Criminal Justice Series focuses upon young adults and their treatment in the criminal justice system. The subject is very topical because there is increasing evidence that a rigid distinction between ‘youth’ and ‘adulthood’ is not appropriate in modern societies.
