Even in well-established democratic societies, the political system currently faces a crisis of civic engagement and participation. Increasingly, this lack of engagement and the accompanying erosion of institutional legitimacy result in antidemocratic, populist currents gaining ground. It is an important challenge for both the humanities and the social sciences to analyse this crisis and discuss possible answers that may contribute to strengthening the position of the democratic public sphere in the political process, thus emphasising the crucial role of civic engagement and participation in renewing democracy. In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of Youth activities have been focusing on the following topics: European Citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the Council of Europe and the European Commission in the field of Youth brings together the two institutions' experience in non formal education, youth policy, youth research and youth work practice. The co-operation between the two institutions covers a wide spectrum of activities such as training, seminars, workshops, networking and dialogue design. Results and other material are made available on the partnership website (http://youth-partnership.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy to use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partners.

If we consider the 50 states having ratified the European Cultural Convention of the Council of Europe or the member states of the European Union, the multiple and divergent nature of the realities, theories, concepts and strategies underlying the expression “youth work” becomes evident. Across Europe, youth work takes place in circumstances presenting enormous differences with regard to opportunities, support, structures, recognition and realities, and how it performs reflects the social, cultural, political and economic context, and the value systems in which it is undertaken. By analysing theories and concepts of youth work and by providing insight from various perspectives and geographical and professional backgrounds, the authors hope to further contribute to finding common ground for – and thus assure the quality of – youth work in general. Presenting its purified and essential concept is not the objective here. The focus rather is on describing how to “provide opportunities for all young people to shape their own futures”, as Peter Lauritzen described the fundamental mission of youth work. The best way to do this remains an open question. This Youth Knowledge book tries to find some answers and strives to communicate the strengths, capacities and impact of youth work to those within the youth sector and those beyond, to those familiar with its concepts and those new to this field, all the while sharing practices and insights and encouraging further reflection.

The Commonwealth's youth flagship report, the Global Youth Development Index and Report, provides an evidence-based overview of the state of development for the nearly 1.8 billion young people between the ages of 15 and 30 in the world. The Youth Development Index (YDI) is a composite index of 18 indicators that collectively measure progress on youth development in 183 countries, including 49 of the 53 Commonwealth countries. The YDI has five domains, measuring levels of education, health and well-being, employment and opportunity, political participation and civic participation among young people.
