Advanced Tools and Models to Improve River Basin Management in Europe in the Context of Climate Change - AquaTerra has developed from an integrated project of the 6th EU RTD Framework Programme that aims to provide the scientific basis for an improved river basin management through a better understanding of the river-sediment-soil-groundwater system as a whole, by integrating both natural and socio-economics aspects at different temporal and spatial scales. This book aims: To provide better understanding of the river-sediment-soil-groundwater system at various temporal and spatial scales To relate expected climate alterations to changes in deposition, mobility and distribution of pollutants in European river basins To provide the scientific basis for improved river basin management To introduce novel tools for water and soil quality monitoring To show the necessity of integrated modelling frameworks for impact evaluation of pollution as well as climate and land-use changes for definition of long-term management schemes The work illustrates the dynamic behavior of the pathway of pollutants in soils, groundwater, surface water and sediments. It highlights the fundamental importance of integrating knowledge from several combined disciplines on various environmental compartments in order to understand the large number of processes that govern pollutant input, transport and turnover. Results shows that a significant step forward has been made in the development new analytical methods and of process-based numerical models that are capable of making predictions of likely trends and environmental changes to be expected in the near or distant future at the basin-scale. These models can be used e.g. to generate hydrologic scenarios based on climate models and to simulate pollutant distribution and turnover rates from decades to millennia.

The growing impacts of economic activities and climate change on the conditions of rivers throughout the world, require a new, integrated approach towards river basin management, an approach that can also cope with an uncertain future. In this volume, leading European scientists and representatives of major stakeholder groups present risk-informed management as this new approach, as developed in the European Commission-funded project RISKBASE. It aims to improve the ecological quality of river basins and thus to sustain the goods and services they provide for the benefit of society. Risk-informed management involves the integrated application of three key-principles: · Being well informed · Managing adaptively · Pursuing a participatory approach The authors explain and underpin these principles in detail, offer inspiring examples from practice and connect them to the implementation of the European Water Framework Directive (WFD). River Basin Management is a collection of papers presented at a conference on implementation of the EU Water Framework Directive, held in Budapest in May 2005. The Water Framework Directive requires progressive protection and enhancement to rivers, lakes, estuaries, coastal waters and wetlands by the year 2015. At the heart of this major new piece of legislation is the requirement for all EU member states to prepare river basin management plans for all river basin catchments, providing the basis for coordinated improvements to water management, leading to better water quality and sustainable aquatic environments in lakes and rivers. The papers cover a wide range of topics including pilot studies for the development of river basin management plans, public participation in the planning process, water quality monitoring, modeling and analysis, identifying and addressing pollution and meeting environmental objectives. This book offers an overview of key findings in groundwater management in context against the legislative milestones. Until recently, focus on groundwater mainly concerned its use as drinking water and as an important resource for industry (e.g. cooling waters) and agriculture (irrigation). It has, however, become increasingly obvious that groundwater should not only be viewed as a drinking water reservoir, but that it should also be protected for its environmental value. In this respect, groundwater represents an important link of the hydrological cycle through the maintenance of wetlands and river flows, acting as a buffer through dry periods. Hence, deterioration of groundwater quality may directly affect other related aquatic and terrestrial ecosystems. The groundwater legislative framework under the EU Water Framework Directive and the newly adopted Groundwater Directive establishes criteria linked to environmental objectives which have to be met by 2015 following successive operational steps including characterisation, risk assessment (analysis of pressures and impacts), monitoring and design of programmes of measures. These milestones require that sound technical and scientific information be made accessible to water managers, which is so far still not sufficiently streamlined. In this context, this book describes the groundwater legislative milestones and presents series of research and development activities that aim to directly support them. It has, therefore, the ambition to become a vehicle liaising policy requirements and available scientific knowledge in this area.
