Instability in Afghanistan has had a considerable effect on regional security in Central Asia, particularly in the aftermath of the events of 9/11, and this has meant that the importance of NATO and its contribution to security in this area has increased considerably. A detailed analysis of this topic is precisely important because it could highlight the areas where the Central Asian countries could increase their security contributions to Afghanistan’s security through enhancing their cooperation with NATO. This book presents the fully revised and updated versions of papers presented at the NATO Advanced Research Workshop (ARW), 'NATO, the Fight against International Terrorism in Afghanistan and Security Situation in Central Asia since 9/11', held in Ankara, Turkey, in April 2011. This ARW was supported by the NATO Science for Peace and Security Programme. The book takes a comprehensive approach to the regional security complex in Central Asia by emphasizing the human security, socio-political and energy dimensions in addition to the traditional military dimension of the fight against international terrorism in and around Afghanistan. The findings of the book enhance our understanding of the root causes of international terrorism and the effective ways of coping with the security challenges in this region. The book is divided into five parts: First, NATO’s Contribution to Lasting Security in Afghanistan; Second, Responses of the Central Asian States to Political Instability, Organized Crime and International Terrorism in Afghanistan; Third, Energy Security in and around Central Asia; Fourth, International Competition and Co-operation over Afghanistan and Central Asia; and Last but not least, Regional Security Organizations and the Fight against International Terrorism in Afghanistan.

While security concerns have assumed salience across the globe, Afghanistan’s proximity to Central Asia has meant that security or perceptions of insecurity dominate the strategic discourse in the region. Issues that stand out include the challenges that the Central Asian states will face in terms of stability, ethnic tensions, radicalization of youth, destabilization of commodity flows and energy security and the impact that these could have on Central Asian society. However, security cannot just be defined in terms of security at the borders. It needs to be defined in ‘cosmopolitan’ terms through an array of issues like movements across borders, radicalism within states, the sharing of water, and various multilateral attempts at combating insecurity. This volume is an attempt to focus on some of these issues that reflect on perceptions of security principally from Indian and Uzbek positions. It examines shifts over the last two decades, from debates on the geopolitical importance of the region from a great game perspective to the salience of new engagements within the international arena.

This book explores shifts in Turkey's foreign policy and the relevance of Turkey's reconnect offensive with Asia. With the end of the Cold War, Turkey and the West had lost the mutuality of interests and threat perceptions, particularly towards Russia. Western countries are now occupied by the rise of China and are in search of new allies in the Asia Pacific. Turkey is left in its region to deal with Russia and crises that are primary outcomes of Western failures in Syria, Libya, Iraq, Azerbaijan, and Qatar. In the absence of its Western allies, Turkey engaged with Russia alone to deconflict and stabilise Syria, Libya, and Azerbaijan. Turkey's ruling conservative AK Party, however, had won elections from 2002 to 2012 on a strong pro-EU and pro-West agenda. Now, it is talking about ‘strategic autonomy’, ‘multidimensionalism’, ‘diversification’, or ‘the world is bigger than five’. The new foreign policy gestures are underpinned by the rise of the domestic defence industry, nationalist politics at home, and increased trade relations with key Asian economies, China, India, and Indonesia. At an international level, the ruling party has instrumentalised strong criticism of the West for injustice and neglect of the Turkish, Muslim, Islamic, and non-western world. Although this reminds of the history of Turkey's failed quests to shift from a West-centric foreign policy to an unknown direction, the book argues that Turkey's reconnect with Asia is rather to complement and strengthen its relations with the West.

This book dwells upon the various aspects of the Turkish foreign policy in the different regions of the world, especially with the dawn of the twenty-first century. Turkey has attracted international attention due to a marked transformation in the country’s domestic and external realms, which in turn, has led to an increased activism in its foreign policy actions. Particularly, Turkey’s economic rise has fuelled the country’s ambition and quest for a more significant role in international affairs. These transformations have come about with the ascendance of the Adalet ve Kalkınma Partisi (AKP) [or Justice & Development Party (JDP)] to power in 2002. Turkey, under the AKP, moved towards a ‘new’ direction in the foreign policy and consequently endeavoured to play a larger role in West Asia (Middle East), the Balkans, southern Mediterranean, the Caucasus, Central Asia, Africa and Asia. The country has emerged as a multi-regional player having stakes and tractions on a range of issues in these regions. The several discernible aspects of Turkey’s involvement are dealt with in the contributions to this volume.

Could the Caspian Region replace Russia's or the Persian Gulf's immense energy potential with their energy resources? Yunis Gurbanov explores the strategic importance of the region in post-USSR Eurasian policies of major global actors, namely China, the EU, the USA, and Russia, and examines Azerbaijan's, Kazakhstan's, and Turkmenistan's oil and gas resources as alternatives to conventional suppliers. He shows that the Caspian region's resources could serve as alternative energy sources on a global level, mitigating dependence on traditional suppliers and stabilizing energy prices.

In this volume, scholars specializing in different dimensions of foreign-policy analysis examine the dynamics of India's international relations. The volume reviews the economic growth that has propelled it to the status of a globally recognized power, and examines its nuclear policy and maritime strategy as a register of its present capabilities and future aspirations. The news media, often neglected in the study of international politics, are studied as an important index to-and catalysis for-the formulation of government policies. The volume also comprehensively analyses India's bilateral and multilateral relations, their influence on the stability of the subcontinent, their bearing on the country's international presence, and their relevance for its political ambitions.

The disintegration of Soviet Union in 1991, led to five new countries gaining independence in Central Asia. The Muslims, a predominant majority in the region, had faced religious suppression under the rule of the communist. Thus, began an era where Islam was practiced with larger freedom. However, the governance of most of these states was with the autocratic leaders who had grown under the influence of communism. Therefore, it was but natural for them to soon impose religious restrictions. This close tussle in almost all these newly raised states, led to emergence of some radical groups. Over the years, the influence of such groups has spread to the extent of posing a threat to the stability of country like China. A foothold for radical groups in China is a possibility as its western province of Xinjiang has historical links with Central Asia and was part of Turkistan. Today Xinjiang due to its ethnic violence between the Uyghur Muslims and the Han Chinese is acknowledged to be quite volatile. The link of Uyghur's with Central Asia has further compounded China problem. Apart from the extremists, China is also concerned regarding the growing American presence within the region of Central Asia. To negate the American influence and restrain any turbulence on its western province supported by the extremist of Central Asia, there is a need for China to review its external and internal policies which will steer it towards a more politically and economically stable nation. Failing to addresses such simmering issues the nation will be trapped within the folds of 'THE INVISIBLE WALL OF CHINA'.
