In New Asian Disorder: Rivalries Embroiling the Pacific Century, Lowell Dittmer and his team explore the recent political disorder in East Asia resulting from growing Sino-American polarization. The rise of China in recent years is widely regarded as a momentous shift in the global balance of power. China is now extending sovereignty into the East China Sea and the South China Sea, constructing a new set of global financial institutions and replacing “universal values” with technologically enhanced nationalism. The country’s “Belt and Road Initiative” is also tainted by the vast ambition to realize the “China Dream” within the foreseeable future. In response to China’s challenge, the United States has abandoned its “constructive engagement” policy towards the rising power and engaged in a trade war. Sino-American relations have been at a historical trough since the normalization of their relationship in the late 1970s. This book sheds new light on the current political disorder in the East Asian international arena. This is a collection of essays marking the 30th anniversary of the historic Cold War’s formal conclusion in 1991. It enriches Cold War studies—a field dominated by Political Science, International Relations, and History—with insights from Sociology, Anthropology, Cultural Studies, and Film and Media Studies. Through critical analysis of newspaper and magazine articles, films, novels, art exhibits, museums, and other commemorative sites that engage with the themes of conflict, violence, trauma, displacement, marginalization, ecology, and identity, the book provides rich and diverse perspectives on the complex relationship between the historic Cold War and its legacies on the one hand and, on the other, their impact on Asia, its plural histories and peoples, and their shifting identities, ideological beliefs, and lived experiences. Today, we often speak of an ‘Asian century’ and witness intensifying concerns over ‘new cold wars’ or ‘Cold War 2.0’. A United States in decline and a China on the rise create conditions for a new superpower rivalry, with a trade war already being fought between the two competitors. Russia continues to flex its geopolitical muscles, launching a full-scale invasion of neighbouring Ukraine in 2022, as its strongman leadership yearns nostalgically for the good old days of the USSR. Europe has suffered a decade of crises, with sovereign-debt troubles leading to austerity policies that exacerbated divisions inside member states and between them. Thereafter the Union was confronted with the challenges posed by a revanchist Russia in Ukraine and by a surge in migration from the Middle East and other conflict zones. The June 2016 UK vote to leave the Union threatened further damage to an institution that acknowledges it has failed to punch its weight in the spheres of foreign, defence and security policy. While that is a chronic shortcoming, its impact is becoming more acute as economic power moves East and Europe can no longer count on the steadfast support and leadership of the United States. The costs of Europe’s failure to achieve strategic coherence and effect are steadily rising. This Adelphi book addresses the consequences of Europe’s multiple crises for its standing as a strategic actor, acknowledging its unique character and capabilities. It argues that strategic thought and action is belatedly being informed by the deteriorating security environment, and that nascent initiatives have the potential to effect a step-change. There are grounds for cautious optimism, visible in the success of stabilisation and counter-piracy operations as well as coordinated diplomatic activity. Also, the continent’s leading powers are becoming more pragmatic about how cooperation is organised within and beyond the Union. These developments offer the possibility that Europe might meet its aspirations to be a strategic actor of consequence, despite a long-track record of disappointment and the still-considerable obstacles that lie in its path.

This book seeks to reposition international relations (IR) theory by providing insights into non-Western concepts and theories. By engaging with understandings of power, identity, the state and the individual from a range of states outside of the Western hemisphere, the contributors to this book introduce new methods for understanding aspects of IR in context considerate ways. Engagements with Western theories and cases highlight how we need to reposition traditional understandings to allow non-Western approaches to IR develop alongside and inform their Western counterparts. Moreover, the book reinforces the need to move beyond the traditionally used Western-centric lenses without removing them completely, instead it advocates a harmonisation between them to reduce generalisations across the local, state and regional levels.
