In this book, Makarychev and Medvedev examine the importance of biopolitics in fueling Russia’s confrontation with the West. In their view, the development of Putin’s illiberal authoritarianism was largely triggered by what they call a biopolitical turn. This shift is exemplified by the use of an increasing number of regulatory mechanisms to discipline and constrain the human body. Such political practices concern issues of sexuality, reproductive behavior, adoption, fertility, family planning, public hygiene, and demography. This turn created a new disciplinary framework for the population and the elite. Bans and restrictions of a biopolitical nature, became one of the main tools for articulating the rules of belonging in the political community and drawing its political boundaries. Biopolitical discourses have taken up the core of the Russian identity formation, which contrasts a positive “conservative Russia” with a supposedly vicious “liberal West.” The presentation of the political genealogy of the body-centric structures of power and hegemony in Russia implies their transformation from bio- to necropolitics. Necropolitical (repressive and life-depriving) components are inscribed in the biopolitical regimes of power: they form the core of Putin’s rule over Russia and are a key factor behind the war against Ukraine.

Although adopting global norms often improves domestic systems of governance, domestic obstacles to norm diffusion are frequent. States that decide to reinvent their political authority simultaneously evaluate which current global norms are desirable and to what extent. This book is a critical attempt to cast a biopolitical gaze at the process of subjectification of Russia, Ukraine, Georgia, and Estonia in terms of multiple and overlapping regimes of belonging, performativity, and (de)bordering. The authors strive to go beyond the traditional understandings of biopolitics as a set of policies corresponding to the management and regulation of (pre)existing populations. In their opinion, biopolitics might be part of nation building, a force that produces collective political identities grounded in the acceptance of sets of corporeal practices of control over human bodies and their physical existence. For the authors, to look critically at this biopolitical gaze on the realm of the post-Soviet means also to rethink the correlation between the biopolitical vision of the post-Soviet and the biopolitical epistemology on the post-Soviet, which would demand a new vocabulary. The critical biopolitics might be one of these vocabularies, which would fulfill this request.

It considers how, when Vladimir Putin came to power in 2000, Russia's media and culture industry had enjoyed nearly a decade of almost unrestricted freedom and yet, by the time he launched his illegal invasion of Ukraine in 2022, Russia's independent media was crushed, while the few viable opposition figures were either imprisoned, exiled, or dead under mysterious circumstances. Eliot Borenstein looks at the manufactured cult of Putin, the competing models of Russianness put forth in the media, the obsession with nostalgia and the limits on imagining the future, the rise of aggressive patriotism and the myth of ancient Russian 'traditional' values, the significance of the fight against 'gay propaganda', and the absurdist strategies used by the opposition in the face of increasing restrictions on free speech. Though the book's title invokes Putin, Russian Culture under Putin does not cast the Russian leader as an all-knowing genius pursuing a master plan. The culture of the past twenty years, both official and independent, has been largely improvisational. 21st-century Russia, as Borenstein demonstrates so masterfully, has not been frog-marched into unfreedom, but has in fact lurched back and forth on a dimly-lit path.

The annexation of Crimea in 2014 and Russia’s support for military insurgency in eastern Ukraine undermined two decades of cooperation between Russia and the EU leaving both sides in a situation of reciprocal economic sanctions and political alienation. What is left of previous positive experiences and mutually beneficial interactions between the two parties? And, what new communication practices and strategies might Russia and Europe use?
