The global food crisis is a stark reminder of the fragility of the global food system. The Global Food Crisis: Governance Challenges and Opportunities captures the debate about how to go forward and examines the implications of the crisis for food security in the world’s poorest countries, both for the global environment and for the global rules and institutions that govern food and agriculture. In this volume, policy-makers and scholars assess the causes and consequences of the most recent food price volatility and examine the associated governance challenges and opportunities, including short-term emergency responses, the ecological dimensions of the crisis, and the longer-term goal of building sustainable global food systems. The recommendations include vastly increasing public investment in small-farm agriculture; reforming global food aid and food research institutions; establishing fairer international agricultural trade rules; promoting sustainable agricultural methods; placing agriculture higher on the post-Kyoto climate change agenda; revamping biofuel policies; and enhancing international agricultural policy-making. Hunger and malnutrition are long-term problems facing the world. Recent food price rises have greatly exacerbated the difficulties poor people face in accessing nourishing food and have dragged up to 100 million people back into poverty. The World Food Programme's (WFP) 'pipeline' of emergency food has never been more important. WFP does crucial work at the frontline of humanitarian emergencies and in building the resilience of communities to deal with long-term hunger. Up to 20 million tonnes of food may be needed to feed new groups of people being pushed into poverty by food price rises. Significant increases to the WFP's budget are likely to be needed in order to secure this additional food supply. The usual annual total of US$3 billion in voluntary contributions may need to double to US$5-6 billion. Malnutrition is responsible for one-third of child deaths, yet it is under-funded and under-emphasised by the international community and the UN system. The Committee is shocked that DFID lacks a specific nutrition policy and measurable targets for assessing progress in reducing malnutrition. The establishment of the UN Taskforce and its Comprehensive Framework for Action on food security are positive steps. Agencies such as DFID and the WFP must look beyond the current crisis and address long-term drivers of food security. DFID should re-focus on agriculture. Reforms to the UN system are another important factor in improving future responses to food insecurity. There is scope for far greater integration of the work done by the three Rome-based UN agencies. Identifying the WFP as the lead UN agency on hunger would contribute to a more coherent international approach.

In this fascinating book that examines the statistics, the term food supplies is interpreted in a wide sense and it deals among other matters with such subjects as supplies from home agriculture and from overseas; food consumption; controls, rationing and price regulations, and Government purchasing of food. Included are chapters on world food supplies, international organizations concerned with food and agriculture, and development schemes in the Commonwealth and colonies. Food supply from the eighteenth century onwards is outlined and the dependence on imported food is discussed.

The International Development Committee calls for concerted action to curb food wastage in the UK and for expansion of DFID's bilateral nutrition programmes with a particular focus on pregnancy and early years, as part of wider efforts to improve global food security. There is scope for the Government to launch a national consumer campaign to reduce domestic food waste, also setting national targets to curb food waste within the UK food production and retail sectors. Agriculturally-produced biofuels are having a major detrimental impact on global food security by driving higher and more volatile food prices. EU targets requiring 10 per cent of transport energy to be drawn from renewable sources by 2020 are likely to cause dramatic food price increases, and the Government should revise its domestic Renewable Transport Fuel Obligation to specifically exclude agriculturally-produced biofuels. Looking at the impact of rising world population, the Committee praises DFID's significant efforts to meet the considerable unmet need for contraception in many developing nations and urges the UK government to maintain a keen focus on women's reproductive rights within its development assistance programmes. MPs also flag the longer term barriers to development posed by systematic undernutrition. The Committee expresses concern that large corporations are buying up large areas of land in many developing countries previously farmed by smallholders. UK-domiciled corporations should be required to be transparent about land deals. Lastly, MPs focus on the key role that smallholder farmers will play in feeding a growing global population and in reducing rural poverty.

This book explores how New Zealand, a small country almost as far from Western Europe as it is possible to be, assumed political importance in Britain’s accession to the European Community vastly out of proportion to its size, proximity and strategic position. At several points in accession negotiations, the issue of New Zealand’s continued trade with Britain threatened to derail UK Government attempts to join the Community. This issue also interacted with the broader context of the Cold War, economic shocks and decolonisation, materially affecting the terms of entry into the European Community, and altering Britain’s relations with its European partners and the British public’s perceptions of British membership. After entry, New Zealand continued to resurface as a continued source of tension between Britain and an integrating Europe. The role that New Zealand played sheds light on Britain’s attempts to retain global influence after the demise of its formal empire. Contributing to a growing body of research which challenges the traditional historical narratives of British ‘decline’ and colonial ‘independence’ in the second half of the twentieth century, this book fills an important gap in the historiography of Britain following the 1973 enlargement of the European Communities.
