Using first-hand interview data, Yang Jiang reveals the key trends of China's trade and financial politics after its WTO accession. In particular, she highlights the influence of competing domestic interests, government agencies and different ideas on China's foreign economic policy.

This book highlights the critical relationship between China and the Association of Southeast Asian Nations (ASEAN) associated with its trade interdependency. As the largest trade partner in the region, China has not only presented itself with opportunities for ASEAN to tap its market, but also created great challenges for the region. The fundamental question that this book addresses, therefore, is whether China’s engagement with ASEAN comes at a cost for the latter following from the systemic risks tied to the China-centric supply chains in the region. The trade interactions between China and ASEAN, though extensively explored, are less understood in the context of its influence over the region amidst the recent changing dynamics that follow from China’s global engagement and backlash from major powers. The book therefore resolutely rises against stereotypes and clichés, making readers reconsider many oversimplified assumptions of the benefits of trade engagement where economies are interconnected through complex production chains.

To convey the image of a responsible power willing to contribute to regional stability and cooperation, China has shifted from a single-minded preference for bilateralism to an active participation in East Asian regionalism in the recent decades. This development has inspired discussions over whether a rising China could play a leadership role in building an institutionalized architecture for regional cooperation in East Asia. Nevertheless, this has not happened as East Asian regional cooperation and relevant activities remain mostly ad hoc and informal, especially when compared to regions such as Europe. This book examines the international political economy of China’s exchange rate policy making from theoretical and empirical perspectives. It identifies the limitations in the existing Economics studies on the RMB exchange rate and the research gap of the Comparative Political Economy (CPE) and International Political Economy (IPE) approaches to exchange rate politics. The author develops a three-level game framework for China’s exchange rate policy making based on revision and synthesis of the existing CPE and IPE approaches, which provides a richer portrait of the dynamism and complexity of China’s exchange rate policy making. The book has applied the three-level game framework to empirically analyzing China’s exchange rate policy making under the Hu-Wen administration. The book also discusses some further exploration of China’s exchange rate policy in the Xi era and comparative case study of exchange rate policy making. It is a timely and rigorous study on the role that international and domestic politics play in forging China’s exchange rate policy making in the twenty-first century.

This book examines how the US is dealing with the challenge of reconciling its global interests with regional dynamics and how it is able to produce and sustain order at the system level and within regional subsystems. The book comprises four parts, the first of which addresses global issues such as nonproliferation, trade, and freedom of the seas. US policies in these areas are carefully analyzed, considering whether and how they have been differently implemented at the regional level. The remaining parts of the book focus on the US posture toward specific regions: Europe, the Middle East, and East Asia. The policies adopted by the US to confront the most relevant challenges in each region are identified, and the ways in which policies in a specific region influence or are influenced by challenges in another region are explored. The book is a rich source of knowledge on the nature of the balance that the US has pursued between global and regional interests. With featuring far-reaching diversities and disparities among the regional states in their political, economic and social systems and cultural and religious orientations, East Asia is a microcosm of international society at large. Nevertheless, there are unique dynamics unfolding in East Asia at the turn of the twenty-first century, namely the rise of China as a contender for regional and global hegemony and a set of collective initiatives to integrate the region into a harmonious community. This book provides new arguments on China’s rise and the transformation of East Asia and analyzes the foreign policy behavior of the regional states and relations among them. In doing so, the contributors show why and how China is rising, and how China’s rise shapes the emerging regional structures and institutions in East Asia. Furthermore, given the East Asian context where the world’s second and third largest economies coexist with much smaller states and with China’s ascendency likely to continue, this book challenges the pervasive dichotomy of hegemony and community. This allows for a fuller and more nuanced account of China’s role and the shifting regional policies in East Asia in which hegemonic cooperation does not necessarily lead to a hegemonic form of regional order.
