As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system.

This collection discusses the challenges of reforming EU democracy through increased citizen participation beyond elections. It asks fundamental questions such as whether the institutionalisation of citizens in EU public law is a prerequisite for addressing these challenges and the extent to which such institutionalisation is taking place in the EU. To these ends, the contributors analyse the latest institutional initiatives, proposals and practices such as: *citizen assemblies; *citizen consultations and dialogues on European integration and draft legislation; *the Conference on the Future of Europe; *the reform of the European Citizens' Initiative; *the evolving role of the European Ombudsman; *citizen petitions to the European Parliament; *the roles of the civil society and the European Economic and Social Committee. Offering reflections on the impact of the Covid-19 pandemic, this book is a much needed reminder of the importance of the role of citizens in EU governance.

In recent years serious concerns emerged over the state of European democracy. Many democracy indices are reporting a year-on-year drift towards less liberal politics in the countries of the European Union. Polls regularly suggest that the voters are coming to question democratic norms more seriously than for many decades. Here, Richard Youngs assesses these risks as many analysts, journalists and politicians stressed the danger of Europe descending into an era of conflict, driven by xenophobic nationalism and nativist authoritarians slowly dismantling liberal democratic rights. In 2020, the Covid-19 pandemic has intensified these fears. There is another side of the democratic equation, however. Youngs argues that governments, EU institutions, political parties, citizens and civil society organisations have gradually begun to push back in defence of democracy. With each chapter, Youngs shows how many governmental, political and social actors have developed responses to Europe's democratic malaise at multiple levels. Europe's democracy problems have been grave and far-reaching. Yet, a spirit of democratic resistance has slowly taken shape. This book argues that the pro-democratic fightback may be belated, but it is real and has assumed significant traction with various types of democratic reform underway, including citizen initiatives, political-party changes, digital activism and EU-level responses.

Representative democracy is often seen as a stable institutional system insusceptible to change. However, the preferences of the broad public are changing and representative, group based democracy has lost importance. This development made it necessary to change established ways of decision making and to introduce participatory democratic innovations. Many national and sub-national governments followed this route and implemented various kinds of participatory innovations, i.e. the inclusion of citizens into processes of political will-formation and decisionmaking. The authors analyse and evaluate the various effects of these innovations in Europe, providing a bigger picture of the benefits and disadvantages different democratic innovations can result in.

This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. The objective of this book is to study the 2019 electoral sequence (parliamentary elections, appointment of EU institutions leaders, investiture of the Commission, new legislative programme) and determine its influence on the main institutional and political challenges for the 2019-2024 legislature. In other words, the volume deals with the question of who holds the EU’s leadership after the 2019 elections and how it handles the 2020-2021 pandemic.

This book explains deliberative constitution-making with a special focus on the connections between participation, representation and legitimacy and provides a general overview of what the challenges and prospects of deliberative constitution-making are today. It seeks to provide a more complete picture of what is at stake as a political trend in various places in the world, both theoretically and empirically grounded. Distinctively, the book studies not only established democracies and well-known cases of deliberative constitution-making but also such practices in authoritarian and less consolidated democratic settings and departs from a traditional institutional perspective to have a special focus on actors, and in particular underrepresented groups. This book is of key interest to scholars and students of deliberative democracy, constitutional politics, democratization and autocratization studies, citizen participation and more broadly to comparative politics, public administration, social policy and law.

This book explores the debate and politicisation of the Transatlantic Trade and Investment Partnership (TTIP) negotiations in the Spanish, French and British public spheres. It addresses the questions of how and to what extent the national media discourses about TTIP were Europeanised, and how this type ofEuropeanisation contributes to the democratic legitimacy of the EU. The author argues that the politicisation of TTIP should be seen as a symptom of the ‘normal’ politics of a democratic polity, as it enlarges the political arena by embedding European issues into national political debates. Demands for ‘Another Europe is Possible’ empower rather than hinder the legitimacy of the EU.

Democracy is on the run, and elected governments are suffering from a legitimacy crisis. Legislatures are increasingly seen as unrepresentative. To give legitimacy to democratic government, experts argue that we need more democracy and more opportunities for direct citizen participation. Representative democracy needs to be complemented by forms of direct engagement, such as referendums, popular votes, the recall, citizens’ juries, eDemocracy, etc. This is what we term Complementary Democracy. When Dutch and subsequently French voters rejected the Draft Treaty for a Constitution for Europe in Spring 2005, many voices called for a pause for reflection. This book is, in part, a result of that moment of reflection. We wanted to contribute to the debate about Europe but crucially, we sought to do so by taking a step back from the problem formation and agenda-setting of Brussels. For the authors of this volume, one key to establishing critical distance has been the reappraisal of the historical perspective. Another has been the problematisation of 'Europe as a space' as opposed to looking for a definition of borders. The authors also seek critical distance through a focus on the tension between Europe as a culture, as a polity and as an economy. These tensions have often been neglected or even ignored and the relationships have been seen as more or less synonymous and harmonious. The aim of this volume, then, is two-fold. It wants, developing a critical distance to the present Europe, to contribute to the vivid academic research and debate on Europe, which too often either develops distance without commenting on the present state of affairs or comments on the present without critical distance.
