Shibata, Carroll and Boege address the various dimensions of the climate change–conflict nexus and shed light on the overwhelming challenges of climate change in the Pacific Islands region. This book analyses the regional complexes of climate security in the Pacific. Pacific Island States and Territories (PICTs) have long been cast as the frontline of climate change and placed within the grand architecture of global climate governance. This book examines the links between climate change and resource scarcity to violent conflict. Does climate change cause conflicts? This book analyses the economic, political and social conditions under which countries with low levels of freshwater or arable land experience armed conflict. There are strong theoretic arguments linking climate change and scarcity of livelihood resources to conflict. However, empirical accounts are contradictory. Using qualitative comparative analysis (fsQCA), this book compares 22 political, economic and social conditions across 30 countries experiencing scarcity of available freshwater or arable land. The results show that there are three types of resource-scarce countries that experience conflicts: (neo)patrimonial states, oil-rich states that are poorly integrated into the global economy and least developed states. In addition, the results reveal that there are two types of resource scarce countries that remain peaceful: non-agrarian countries with either even development between groups or high integration into the global economy with high levels of adaptive capacities. This explains the contradictory results of previous empirical studies and suggests that resource scarcity might contribute to conflict in least developed countries. This book will be of much interest to students of climate change, critical security, peace and conflict studies, and IR in general.

This Special Issue explores underrepresented aspects of the political dimensions of global warming. It includes post- and decolonial perspectives on climate-related migration and conflict, intersectional approaches, and climate change politics as a new tool of governance. Its aim is to shed light on the social phenomena associated with anthropogenic climate change, as well as its multidimensional and far-reaching political effects, including climate-induced migration movements and climate-related conflicts in different parts of the world. In doing so, it critically engages with securitizing discourses and the resulting anti-migration arguments and policies in the Global North in order to identify and give a voice to alternative and hitherto underrepresented research and policy perspectives. In this way, it aims to contribute to a fact-based, critical, and holistic approach to human mobility and conflict in the context of political and environmental crisis.

Accordingly, it gathers a set of papers presented at a symposium on climate change adaptation held in Fiji in July 2016, focusing on "Fostering Resilience and Improving the Quality of Life". When James Boswell famously lamented the irrationality of war in 1777, he noted the universality of conflict across history and across space – even reaching what he described as the gentle and benign southern ocean nations. This volume discusses archaeological evidence of conflict from those southern oceans, from Palau and Guam, to Australia, Vanuatu and Tonga, the Marquesas, Easter Island and New Zealand. The evidence for conflict and warfare encompasses defensive earthworks on Palau, fortifications on Tonga, and intricate pa sites in New Zealand. It reports evidence of reciprocal sacrifice to appease deities in several island nations, and skirmishes and smaller scale conflicts, including in Easter Island. This volume traces aspects of colonial-era conflict in Australia and frontier battles in Vanuatu, and discusses depictions of World War II materiel in the rock art of Arnhem Land. Among the causes and motives discussed in these papers are pressure on resources, the ebb and flow of significant climate events, and the significant association of conflict with culture contact. The volume, necessarily selective, eclectic and wide-ranging, includes an incisive introduction that situates the evidence persuasively in the broader scholarship addressing the history of human warfare.

ALEXANDER GILLESPIE & WILLIAM C.G. BURNS The idea for this book grew out of the Ecopolitics conference in Canberra, Australia in 1996. The conference captured the ferment of the climate change debate in the South Pacific, as well as some its potential implications for the region’s inhabitants and e- systems. At that conference, one of the editors (Gillespie) delivered a paper on climate change issues in the region, as did Ros Taplin and Mark Diesendorf, who are also c- tributors to this volume. This book focuses on climate change issues in Australia, New Zealand, and the small island nations in the Pacific as the world struggles to cope with possible the impacts of environmental change and to formulate effective responses. While Australia and New Zealand’s per capita emissions of greenhouse gases are among the highest in the world, their aggregate contributions are small. However, both nations may exert a disprop- tionate influence in the global greenhouse debate because their obstinate positions at recent conferences of the parties to the United Nations Framework Convention on C- mate Change (FCCC) may provide justification for other developed nations, as well as developing countries, to refuse to make meaningful reductions in their greenhouse gas emissions.
